정부, 동물학대 우려를 이유로 청도 소싸움 재검토 추진 / Government to review Cheongdo bullfighting amid animal abuse concerns


The government is reviewing the Cheongdo Bullfighting Festival amid criticism that bullfighting constitutes animal abuse, putting a long-standing regional attraction under renewed scrutiny over animal welfare concerns. The agriculture ministry said it will conduct a review of the operator that runs the festival and will strengthen oversight of bullfighting activities in Cheongdo County, including examining registered fighting bulls, introducing a nose-pattern identification system, convening an external panel of experts to improve animal welfare, and tightening controls on betting-ticket issuance.

Held since 1999 in Cheongdo, the festival features bouts between two bulls. While the exact origins of bullfighting in Korea are unclear, the practice was largely banned during the 1910-45 Japanese occupation but was revived and formalized after liberation. The festival drew nearly 390,000 visitors in 2024 and generated 30.4 billion won in sales, according to the local operator.

Despite its commercial success, bullfighting has faced longstanding animal-abuse complaints. The Daegu branch of a regional Green Party urged the operator to end bullfighting, calling it the height of disregard for life, and alleging that injured or disabled bulls are forced to fight, with claims of painkillers and metabolic stimulants used to mask suffering. In November, a member of a left-leaning party introduced a bill to repeal the law governing traditional bullfighting, seeking to ban gambling on bullfights and to place fighting bulls under broader animal-protection rules.

The agriculture ministry said it will take strong action against bull abuse, including excessive drug use and forcing injured bulls to compete, offenses punishable by up to two years in prison or fines up to 20 million won. It added that a consultative body will be formed, bringing together stakeholders such as bull farmers, Cheongdo County officials and animal-protection groups, to develop additional reforms.

The bullfighting season operates year-round, with the present season opening on a Saturday and featuring 12 matches each weekend day, totaling 1,224 bouts. The events take place at the Cheongdo Bullfighting Stadium, the country’s only domed venue for the sport, which seats about 11,245 spectators.

경상북도 청도에서의 소싸움은 동물학대에 해당한다는 비판이 커지면서 새로운 정부의 감독 대상이 되고 있으며, 수십 년간 지역의 매력으로 작용해 온 이 자원이 동물복지 문제로 다시 압박을 받고 있다.

농림축산식품해양수산부는 일요일 청도 소싸움 축제를 운영하는 공공사업법인에 대한 검토를 착수하겠다고 밝혔다.

또한 농림축산식품해양수산부는 청도군과 함께 소싸움 운영에 대한 감독을 강화하고, 등록 소싸움을 검토하며, 코 무늬 식별 시스템을 도입하고, 동물복지 개선을 위한 외부 전문가 패널을 소집하며, 베팅 티켓 발행에 대한 관리도 강화할 것이라고 말했다.

1999년부터 매년 개최되어 온 이 축제는 남동부 지방의 청도에서 두 마리의 황소 간 대결을 특징으로 한다.

한국의 소싸움 기원의 흔적은 불확실하지만, 1910년에서 1945년의 일본 식민지 기간에는 대규모 인파 모임에 대한 우려를 이유로 크게 금지되었다.

해방 이후 부활해 공식화된 이 축제는 2024년 약 39만 명의 방문객을 모으고 매출은 304억 원에 이른 것으로 전해졌다.

축제는 보통 3월 또는 4월에 열리지만, 지난해에는 공익 반발에 따라 예산이 삭감되면서 일정을 연기했고, 보조 예산을 확보한 뒤 11월에 개최됐다.

상업적 성공에도 불구하고 청도 소싸움은 오랫동안 동물학대 문제로 비판을 받아 왔다.

지난달 녹색당 대구 지역위원회는 축제 운영 기관에 소싸움을 중단하라고 촉구하며 이를 ‘생명을 경시하는 행태의 정점’이라고 밝혔다.

또한 전통을 지키고 지역 경제 활성화를 주장하는 이면에는 살아 있는 존재를 이익의 수단으로 삼는 무자비한 탐욕이 깔려 있다는 성명을 냈다.

당은 주최 측이 다치거나 장애를 가진 소를 싸움에 내몰고 있으며, 고통을 숨기기 위해 진통제와 대사 촉진제를 상시 사용하고 있다는 의혹도 제기했다.

지난 11월 좌파 성향의 진보당 의원 손솔이 소싸움 관련 법률을 폐지하고, 소싸움 관련 도박을 금지하며 싸움 소를 동물보호법의 적용대상으로 두는 법안을 발의했다.

법에 따르면 도박이나 오락을 목적으로 동물을 다치게 하는 행위는 학대에 해당하지만, 전통 소싸움에 관한 법령에 따라 행해지는 소싸움은 면제된다.

농림축산식품해양수산부는 과도한 약물 사용과 다친 소를 경기에 내모는 등의 소학대에 대해 강력한 제재를 시행하겠다고 밝혔다. 이러한 위반은 최대 징역 2년 또는 벌금 2천만 원까지 처벌될 수 있다.

청도 소싸움의 건설적 개혁을 추진하기 위해 소싸움 소를 사육하는 농가, 청도군, 동물보호 단체를 포함한 이해관계자를 모아 추가 조치를 마련하는 자문기구를 구성하겠다고 부처는 밝혔다.

청도 소싸움은 연중 개최되며 연례 축제에 한정되지 않는다. 이번 시즌은 토요일에 시작되며 매주 주말에는 12경기가 예정되어 총 1,224경기가 펼쳐진다.

경기는 국내 유일의 돔형 경기장인 청도 소싸움 경기장에서 열리며 좌석은 11,245석이다.
