Police and firefighters are currently engaged in the investigation of a deadly aviation accident that occurred at Muan International Airport in South Jeolla Province on December 29, which resulted in the deaths of 179 individuals when a Jeju Air plane collided with a concrete barrier.
As the first anniversary of the crash approaches, the investigation led by the Aviation and Railway Accident Investigation Board has made minimal progress in determining the exact cause of the incident.
The board had planned to release an interim report by the end of the year; however, this plan faced significant opposition from the victims' families. They have criticized the investigation as "unreliable" and accused the board of hastily announcing findings without sufficient evidence.
In July, the board shared initial findings with the families, suggesting that the pilot had mistakenly shut down the left engine instead of the right, which had been severely damaged by a bird strike. Following backlash from the families, the board canceled its plan to make these findings public, as the families felt it was an attempt to shift blame onto the deceased pilot.
The families have also raised concerns about the board's credibility, given its affiliation with the Ministry of Land, Infrastructure and Transport, which oversees airport management. In response, the ministry has committed to transferring the board to an independent investigative organization under the Prime Minister’s Office.
Land Minister Kim Yun-duk expressed support for this transition, stating the need to enhance the board's independence and promising to expedite the process through necessary legal revisions.
The lack of an official accident report has impeded progress in the police investigation as well. Authorities have executed four search and seizure warrants, collecting thousands of documents related to the airport's construction and the accident's circumstances. Approximately 70 witnesses and suspects have been questioned, resulting in investigation reports totaling around 15,000 pages.
However, police face challenges in advancing their investigation, particularly in pursuing criminal procedures against those deemed responsible for the accident, due to delays from the board.
With the investigation showing little progress, the timeline for resuming operations at Muan International Airport remains uncertain. The airport has been closed since the crash, and the land ministry has extended the closure period every three months in light of the ongoing investigation.
The airport is currently scheduled to remain closed until at least January 5 of the following year, but it is anticipated that it may take several more months before operations can resume.

위원회는 7월에 가족들에게 초기 조사 결과를 발표하며 조종사가 오른쪽 엔진 대신 왼쪽 엔진을 잘못 정지시켰다고 밝혔다. 오른쪽 엔진은 조류 충돌로 심각하게 손상되었다.
위원회는 조사 결과를 공개할 예정이었으나, 조종사에게 책임을 전가하려 한다는 반발로 이 계획을 취소했다.
가족들은 위원회의 신뢰성에 대해서도 의문을 제기했다, 왜냐하면 위원회가 전국 공항 관리와 감독을 맡고 있는 국토교통부 소속이기 때문이다. 결과적으로 국토부는 위원회를 국무총리실 산하의 독립 조사 기관으로 이동시키겠다고 약속하였다.
국토부는 신속한 이관을 지지한다고 밝혔다. 김윤덕 국토부 장관은 12월 16일 “위원회의 독립성을 강화할 필요성에 동의한다”고 말했다. “당국은 관련 법 개정 준비에 적극 참여하여 신속히 절차를 진행하도록 최선을 다하겠다”고 덧붙였다.
위원회에서 공식 사고 보고서가 없다는 점은 경찰 수사의 진행에도 영향을 미쳤다. 현재 경찰은 사고와 관련하여 4건의 압수수색 영장을 집행하고, 공항 건설 및 사고 경과에 대한 수천 개의 문서와 증거를 압수하였다. 또한 70명의 소 witnesses, 용의자를 대상으로 심문을 실시했으며, 조사 보고서 분량은 약 15,000페이지에 달한다.
그러나 위원회의 지연으로 인해 사고의 책임자에 대한 형사 절차를 진행하는 등 경찰의 후속 조사는 지체되고 있다.
사고 이후 조사가 실질적인 진전을 보이지 않는 가운데, 무안국제공항 재개 운영 일정은 불확실하다. 이 공항은 사고 이후 한 해 동안 운영이 중단되었으며, 국토부는 조사 지연으로 인해 매 3개월마다 폐쇄 기간을 연장해왔다.
공항은 내년 1월 5일까지 폐쇄될 예정이지만, 더 오랜 기간 운영 재개가 불가능할 것으로 예상된다.
