President Lee Jae Myung pledged on Wednesday to enhance reforms aimed at overhauling the Seoul-centric system and promoting regional development through increased local financial autonomy and the relocation of public institutions.
This statement was made during Lee's first meeting with regional mayors and governors since taking office in June, where he emphasized the necessity of cooperation between central and local governments as "equal partners."
"It is more important than anything else that we reform the Seoul-centric system and achieve balanced regional development," he stated.
Lee announced plans to accelerate efforts to decentralize local finances and relocate public institutions to regional areas, highlighting that next year's budget bill will include more subsidies and support for regions located farther from Seoul to enhance local autonomy.
"The size of local autonomous budgets has nearly tripled, from around 3.8 trillion won to about 10.6 trillion won," he noted.
Reflecting on the introduction of the elections-based local government system 30 years ago, Lee acknowledged that significant work remains to address gaps in decentralization efforts.
"In fact, there have been critical assessments that local autonomy has been merely symbolic," he remarked. "The central government will work with local governments to improve people's livelihoods and create a better future for the Republic of Korea."

이 대통령은 내년 예산안에 따라 서울에서 멀리 떨어진 지역에 더 많은 보조금과 지원이 제공될 것이라고 언급하면서 지방 자율성을 강화할 예정이다.
그는 "지방 자치 예산 규모가 약 3.8조 원에서 약 10.6조 원으로 거의 세 배 증가했다"고 말했다.
30년 전 한국이 선거 기반의 지방 정부 시스템을 도입했음을 상기시키며, 이 대통령은 분권화 노력을 강화하기 위해 아직 해야 할 일이 많다고 지적했다.
그는 "사실 지방 자치가 단지 상징적이라는 비판적인 평가가 있다"고 말했다. "중앙 정부는 지방 정부와 협력하여 국민의 삶의 질을 개선하고 대한민국의 더 나은 미래를 만들어 나갈 것"이라고 강조했다.
