Seoul’s Hangang Bus service experienced another disruption when one of its vessels ran aground 118 meters from Jamsil dock on Saturday evening. This incident occurred less than two weeks after the service resumed operations following a month-long suspension due to repeated breakdowns.
The hybrid-powered ferry, which was carrying 82 passengers, grounded itself at 8:15 p.m. All passengers were safely evacuated within an hour by fire and police rescue teams, with no injuries reported.
City officials, led by the head of Future Han River Headquarters, indicated that the ferry’s propeller and protective skeg likely scraped the riverbed, causing a shock to the hull. They noted, "The accident occurred close to the dock, and most passengers were seated, minimizing harm." Divers are set to inspect the vessel and riverbed for debris or sediment buildup, which may have increased due to an early dry season and low river flow.
On Sunday, city officials confirmed that the ferry deviated from its authorized path just prior to the incident. Efforts to remove the stranded vessel were hindered by low water levels.
Earlier in the week, safety warnings were issued when a rope became entangled in a Hangang Bus vessel propeller near Ttukseom, and another captain reported scraping sounds from the riverbed shortly before the grounding.
For safety reasons, the city suspended all upstream Hangang Bus services between Jamsil and Hannam Bridge until Tuesday for dredging and debris removal, vowing to conduct a thorough review of the route before service resumption.
Seoul's Mayor expressed regret to passengers and citizens via a social media post, apologizing for the anxiety and inconvenience caused. He assured a comprehensive investigation and emphasized the need for calm review and genuine improvements, in light of criticisms from the ruling Democratic Party of Korea (DPK).
Since its launch in September, the Hangang Bus service has faced ongoing technical issues and public concern regarding safety and management. In response, the DPK has called for a complete suspension of the service, criticizing the city government for prioritizing publicity over passenger safety. They have urged the mayor to apologize and requested a comprehensive report on the past 16 safety incidents, along with an overhaul of emergency procedures.

도시 관계자들은 한강수난관리본부장인 박진영의 주도로 페리의 프로펠러와 보호 스켁이 강바닥을 긁어내면서 선체에 충격이 전달된 것으로 보인다고 설명했다.
박은 "사고가 부두 근처에서 발생했으며, 대부분의 승객이 착석한 상태여서 피해를 최소화했다"고 말했다. 또한 다이버들이 선박과 강바닥의 잔해나 퇴적물 축적을 점검하기 위해 배치될 것이라고 덧붙였다. 이는 이른 건기와 낮은 강수량으로 인해 평소보다 더 많이 축적되었을 가능성이 있다.
도시 관계자들은 일요일에 페리가 사건 발생 직전 허가된 정규 경로에서 이탈한 것으로 확인했다고 밝혔다. 좌초된 선박의 제거는 낮은 수위 때문에 지연되었다.
추가 경고는 화요일에 발생했으며, 한강버스 선박의 프로펠러에 로프가 걸리는 사고가 있었고, 또 다른 선장은 몇 시간 전에 강바닥에서 긁히는 소리를 보고했다.
안전을 이유로 도시는 화요일까지 잠실과 한남대교 사이의 모든 상류 한강버스 서비스를 즉각 중단하고 준설 및 잔해 제거 작업을 시행할 것이라고 발표했다. 서비스 재개 전 철저한 노선 검토를 약속했다.
서울시장 오세훈은 자신의 페이스북 게시글을 통해 승객과 시민들에게 사과했다.
오 시장은 "불안과 불편을 끼쳐 드려 죄송하다"고 적으며, 철저한 조사와 문제 해결을 신속히 다하겠다고 약속했다. "서울은 시민의 안전을 항상 최우선으로 생각할 것이지만, 안전 문제는 정치적 공격의 도구가 되어서는 안 된다. 필요한 것은 차분한 검토와 실질적인 개선이다"라고 덧붙였다. 이는 여당인 더불어민주당(DPK)의 비판을 언급한 것이다.
지난 9월 공식 운영을 시작한 한강버스 서비스는 지속적인 기술 문제와 안전 및 관리에 대한 대중의 회의적 시선에 직면해 있다.
이에 DPK는 한강버스 서비스의 전면 중단을 촉구하며, 승객 안전보다 홍보를 우선시한 서울시 정부를 강력히 비판했다. 이들은 오 시장에게 사과를 요구하며, 지난 16건의 안전 사건에 대한 종합 보고서를 발표하고 비상 절차를 개편할 것을 촉구했다.
