Joint Press Corps</p></div></div><p class="editor-p">A special counsel team has determined that former President Yoon Suk Yeol had prepared to declare martial law since late 2023, about a year before his failed bid in December 2024, officials said Monday.</p><p class="editor-p">Assistant special counsel Kim Ji-mi said in a briefing that the team determined Yoon had made preparations for martial law starting in November 2023 after questioning former Joint Chiefs of Staff Chairman Kim Myung-soo.</p><p class="editor-p">Kim Myung-soo reportedly told investigators that Yoon asked what he would do or order if placed in a position to act, during a meeting on Nov. 29, 2023.</p><p class="editor-p">Yoon allegedly reacted with anger, saying he would follow orders if they were accompanied by a clear justification.</p><p class="editor-p">The team, led by special counsel Kwon Chang-young, left open the possibility that Yoon's remarks may have been part of initial efforts to recruit top military officials for a martial law bid.</p><p class="editor-p">Kwon's team previously indicated Yoon appeared to be preparing for martial law since the first half of 2024, based on the questioning of a military counterintelligence official.</p><p class="editor-p">Separately, another special counsel team that concluded its probe late last year found martial law preparations dated to before October 2023, citing a notebook belonging to a retired general convicted in connection with Yoon's martial law bid.</p><p>A Seoul court did not recognize the notebook as evidence in Yoon's insurrection trial, in which he received a life sentence for his failed bid.</p><input type="hidden" name="ktViewTypeBody" value="NORMAL"></p>

전 대통령은 그들이 단지 명령일 뿐이라면 따르겠다며 분노에 찬 반응을 보였다고 전해진다.
팀은 권창영 특별검사가 이끈 가운데, 전 대통령의 발언이 계엄령 구상을 위한 최상위 군 관계자 모집의 초기 의도였을 가능성을 열어두었다.
권 팀은 또한 전 대통령이 2024년 상반기부터 계엄령을 준비해왔을 가능성을 제시하며, 군사 정보와 관련된 한 관계자의 심문 결과에 근거한다고 밝혔다.
한편, 작년 말 임무를 종료한 별도 특별 기소팀은 2023년 10월 이전에 계엄령 준비가 진행됐다고 판단했다. 이 팀은 전 대통령의 계엄령 시도와 관련해 유죄 선고를 받은 은퇴한 장교의 노트북을 근거로 들었다고 밝혔다.
그러나 서울 법원은 이 노트북을 전 대통령의 반란 재판에서 증거로 인정하지 않았으며, 그 재판에서 그는 실패한 계엄령 시도에 대해 사형에 처해지지는 않았다.
