A total of 302 drug smuggling cases, involving 180 kilograms of substances, were intercepted at the border in the first quarter of 2026, according to a briefing by the border agency’s commissioner.
The figures show a 13 percent rise in the number of cases from a year earlier, which had marked a record high, while the total quantity seized decreased by 5 percent.
Smuggling routes shifted notably, with traveler-based cases increasing in both frequency and volume. Express cargo shipments posted fewer cases but a slight rise in weight, and international mail saw declines in both measures.
The commissioner attributed the trend to a return of smuggling channels from mail and express cargo used during the COVID-19 period to traveler routes.
Methamphetamine remained the major driver of total volume, including seizures of 24 kilograms from Canada via express cargo and 16 kilograms carried by a traveler from Thailand.
Diversification signs emerged, with heroin for personal use detected in international mail addressed to a British resident in Korea, a finding not observed since 2024.
Thailand accounted for the largest share of seizures by country of origin, followed by Canada, Vietnam and the United States.
An anti-drug task force convened by the commissioner reviewed first-quarter enforcement trends with customs officials nationwide and outlined future strategies.
The task force, established in January, operates under the commissioner’s direct supervision to coordinate actions across clearance, surveillance and investigative units and has been meeting weekly.
A pilot phase for dedicated drug inspection teams will run through June, after which full deployment is planned with field adjustments.
The “Landing 125” on-arrival drug enforcement program will be expanded from Incheon Terminal 1 to Terminal 2 in July to strengthen early interception at entry points.
Officials emphasized intercepting drug-related crimes at the border to protect public health and safety, with a commitment to prompt investigations upon detection regardless of changes in the broader legal or institutional environment.
For express cargo, screening has been intensified with full X-ray inspections and drug-detection dogs, along with a dedicated inspection zone. Plans include increasing staffing and extending inspection time to at least seven seconds per shipment and raising the proportion of high-risk cargo screened.
For international mail, a second inspection layer has been added at five inland logistics hubs to supplement airport and port checks, with the expanded system fully operational since this month.

2026년 1분기 국경에서 적발된 마약 밀수 건수는 총 302건으로, 물질 총량은 180㎏에 이른다고 이목현 압류청장(가칭)은 월요일 밝혔다.
전년 동기 대비 건수는 13% 증가했으나, 총량은 5% 감소했다.
경로별로는 여행자 경로에서 사례 수와 규모가 크게 증가한 반면, 특송 화물의 건수는 감소했지만 물량은 소폭 증가했고, 국제 우편은 두 지표 모두 감소했다.
“이번 변화는 코로나19 팬데믹 기간 밀수 채널이 주로 우편과 특송에 의존하던 것이 여행자 경로로 회귀하고 있음을 시사한다”고 설명했다.
마약 종류로는 총량이 주요 메타암페타민 압류로 주도됐으며, 이 중 24㎏은 특송 화물로 캐나다에서, 16㎏은 여행자로부터 들여온 것으로 확인됐다.
당국은 또한 개인 사용 목적의 헤로인이 국제 우편에서 발견되는 등 다변화의 징후를 경고했다. 이는 2024년 이후 발견되지 않던 사례였다.
발 origins(원산지)로는 태국이 가장 큰 비중을 차지했고 이어 캐나다, 베트남, 미국 순이었다.

또한 현재 인천국제공항 제1터미널에서만 운영 중인 도착형 마약 단속 “Landing 125” 프로그램을 7월부터 제2터미널까지 확대해 입국 단계에서의 마약 유입 차단 노력을 강화한다.
“마약 관련 범죄는 공중 보건과 안전에 중대한 위협이므로 국경에서 차단해야 한다”고 강조했고, “법적·제도적 환경 변화와 상관없이 발견 즉시 수사를 개시하는 역량을 바탕으로 강력히 대응하겠다”고 밝혔다.
특송의 경우 고위험 국가의 선적에 대한 전면 X-ray 검사와 마약 감지견과의 교차 점검을 강화했으며, 충분한 선별 시간을 보장하기 위해 숙련된 인력이 배치된 전용 검사 구역을 마련했다.
또한 고위험 화물의 검사 비중을 늘리고 선적당 검사 시간을 최소 7초로 연장하는 등 인력 확충 계획을 세웠다.
국제 우편의 경우에는 내륙 물류 거점 다섯 곳(부천, 부산 등)을 포함한 2차 검사층을 도입해 기존 공항 및 항만 점검을 보완했다. 확장된 시스템은 이달부터 전면 운영 중이다.
