The National Assembly on Monday established a special committee to handle legislation implementing Korea's investment pledges to the United States under a trade deal between the two countries. During a plenary session, lawmakers approved a bipartisan resolution to form the committee to deal with the special bill on U.S. investment.
The move followed threats by U.S. President Donald Trump to raise reciprocal tariffs on Korean goods to 25 percent from 15 percent, citing a delay in Seoul's legislative process to pass the bill facilitating the implementation of the trade deal.
The bill, introduced by the ruling Democratic Party last November, aims to carry out Seoul's investment pledges to the United States as part of the trade deal reached last year.
Under the deal, Seoul has committed to investing $350 billion in the United States, in return for Washington lowering reciprocal tariffs on Korea to 15 percent from 25 percent.
The bill is expected to be passed early next month after the committee's 30-day mandate ends.
The special committee will consist of 16 members, with eight lawmakers from the ruling Democratic Party of Korea (DPK), seven from the main opposition People Power Party (PPP), and one from outside the two major parties. A PPP member will chair the committee.

국회는 월요일 양국 간의 무역협정에 따라 미국에 대한 한국의 투자 약속 이행을 위한 법안을 다루기 위한 특별위원회를 설치했다.
본회의에서 미국 투자 관련 특별 법안을 다루는 위원회 구성을 양당의 지지로 승인하는 결의안을 채택했다.
이 조치는 지난달 서울의 입법 절차 지연을 이유로 무역 합의 이행을 촉진하는 법안의 제정을 지연시켰다고 지적하며 트럼프 대통령이 한국산 상품에 대한 상호 관세를 15%에서 25%로 올리겠다고 위협한 직후 나온 것이다.
해당 법안은 지난해 양국이 체결한 무역 합의의 일환으로 서울의 미국에 대한 투자 약속을 이행하기 위해 지난해 11월 발의됐다.
지난달 말 미국 대통령 도널드 트럼프는 이 법안 제정 지연을 이유로 한국산 수입품에 대한 관세를 15%에서 25%로 올릴 수 있다고 말했다.
합의에 따라 서울은 미국에 3,500억 달러를 투자하는 등 약속을 이행하고, 미국은 한국에 대한 상호 관세를 25%에서 15%로 낮추기로 했다.
위원회의 30일 임기가 만료된 직후 다음 달 초에 법안이 통과될 것으로 예상된다.
특별위원회는 여당인 더불어민주당 소속 8명, 제1야당인 국민의힘 소속 7명, 양대 정당 밖 한 명으로 구성되며, 의장은 국민의힘 소속 의원이 맡게 된다.
