The government is considering a plan to transfer a significant stake in game studio Nexon’s holding company, NXC, to a newly established Korean-style sovereign wealth fund. This initiative is part of the Lee Jae Myung administration's strategy to prioritize national interests over selling the stake to foreign entities, including China's Tencent.
According to government officials, the proposed wealth fund, valued at 20 trillion won (approximately $13.67 billion), is exploring various fundraising options. One option includes transferring government-held corporate stocks as an investment in kind, with the largest component being the approximately 30 percent stake in NXC, valued at 4.7 trillion won. The government acquired this stake following the inheritance tax payment by the family of Nexon founder Kim Jung-ju after his death in 2022.
Efforts to sell the stake through four rounds of open bidding have thus far been unsuccessful, attributed to the size of the deal and the absence of control over the company, as the remaining 70 percent stake is owned entirely by the founder's family.
As part of the plan, the government intends to sell NXC shares worth 1 trillion won, already included in this year’s national budget, while transferring the remainder to the sovereign wealth fund. This move is perceived as a strategic decision to prevent Tencent, which has been a potential bidder for Nexon, from acquiring a significant stake.
Tencent previously attempted to acquire Nexon in 2019, seeking direct control over the popular title Dungeon & Fighter rather than continuing to pay licensing fees. Reports in June 2025 indicated that Tencent was reviewing a plan to acquire Nexon for about $15 billion, though both companies denied the report.
Concerns have emerged regarding Tencent’s influence in Korea’s gaming industry, as it is already the second-largest shareholder in several major Korean game developers. Industry officials are wary that a significant stake in Nexon could lead to excessive Chinese influence in the sector.
While it remains uncertain whether Tencent is interested in the government-held stake or the shares owned by the founder's family, the government's consideration of transferring its stake to a sovereign wealth fund signals a cautious approach towards foreign capital involvement in Nexon.
Recent regulatory changes require prior reporting to the National Assembly for the sale of state-owned assets exceeding 30 billion won, suggesting that any potential deal involving Tencent could provoke political controversy due to concerns over the domestic gaming industry’s sovereignty.

정부는 이재명 행정부가 설립 중인 한국형 국부펀드에 게임 스튜디오 넥슨의 지주회사인 NXC의 상당 지분을 이전하는 방안을 검토하고 있는 것으로 알려졌다. 이는 정부가 보유한 지분을 중국의 텐센트를 비롯한 외국 자본에 판매하기보다 국가의 이익을 위해 활용하려는 의도로 보인다.
정부 관계자에 따르면, 정부는 약 20조 원(136억 7천만 달러) 규모의 국부펀드 조성을 위한 다양한 자금 조달 옵션을 탐색 중이며, 정부가 보유한 세금 수용 기업 주식을 현물 투자로 펀드에 이전하는 방안도 포함하고 있다.
그중 가장 큰 부분은 약 30%의 NXC 지분으로, 이는 4.7조 원의 가치가 있다. 정부는 넥슨 창립자 김정주가 2022년 별세한 뒤 상속세 납부의 일환으로 가족이 주식을 이전하면서 이 지분을 취득했다.
현재까지 정부는 네 차례 공개 입찰을 통해 지분을 매각하려 했으나 거래 규모와 지분이 회사의 통제 권한을 제공하지 않는 점 때문에 모두 실패했다. 나머지 70%의 지분은 창립자 가족이 전량 보유하고 있다.
계획의 일환으로 정부는 이미 올해 국가 예산에 포함된 NXC 주식 1조 원 규모를 매각할 계획이며, 나머지 지분은 국부펀드로 이전할 예정이다.
NXC 지분을 국부펀드에 기여하는 것은 정부의 전략적 조치로 파악되며, 중국의 게임 대기업 텐센트가 잠재적인 입찰자로 오래전부터 언급되어 왔다.
김정주 사망 이전인 2019년에도 텐센트는 넥슨 인수를 시도했으며, 여러 사모펀드와 컨소시엄을 형성했다. 텐센트는 넥슨의 가장 큰 히트작 중 하나인 던전앤파이터의 지적 재산권(IP)에 대한 라이선스 수수료를 계속 지불하기보다 직접적으로 통제하려고 했다.
2025년 6월 블룸버그는 텐센트가 약 150억 달러에 넥슨 인수 계획을 검토하고 있다고 보도했으나, 거래 구조의 세부사항은 공개되지 않았다. 당시 텐센트는 해당 보고서를 부인했고, 넥슨 또한 언급을 거부했다.
그러나 현지 언론은 목요일 텐센트 고위 임원들이 넥슨을 방문하여 지분 인수 가능성을 탐색했다고 보도했다.
텐센트는 이미 넷마블, 크래프톤, 시프트업 등 한국의 여러 대형 게임 개발사에서 두 번째로 큰 주주이다. 따라서 텐센트가 넥슨에 상당 지분을 인수할 경우, 한국 최대 게임 회사에 대한 중국의 영향력이 과도해져 국내 게임 산업의 상당 부분이 중국 자본의 지배를 받게 된다는 우려가 커지고 있다.
텐센트가 정부가 보유한 NXC 지분에 관심이 있는지 아니면 창립자 가족의 지분에 관심이 있는지는 불확실하다. 그러나 업계 관계자들은 정부가 자산을 국부펀드에 이전할 것을 검토하는 것은 텐센트가 넥슨의 상당 지분을 확보하는 것에 대해 경계하고 있다는 신호로 해석하고 있다.
한 업계 관계자는 "창립자 가족이 텐센트에 지분을 판매할지는 예측하기 어렵지만, 정부가 보유 지분을 텐센트에 매각할 가능성은 낮다”고 말했다.
“정부는 최근 300억 원 이상의 국유 자산 매각에 대해 국회에 사전 보고를 요구하는 규제를 강화했다. 국내 게임 산업의 주권에 대한 우려를 감안할 때, 그러한 거래는 정치적 논란을 촉발할 가능성이 크다”고 덧붙였다.
