President Lee Jae Myung on Thursday instructed senior aides to take stern measures against transnational crimes targeting Korean nationals, vowing to safeguard the safety of people against online scam rings at home and abroad.
The remarks came as 73 Korean nationals detained in Cambodia over alleged scam crimes are set to be brought home Friday for investigation.
The suspects are accused of swindling 48.6 billion won from 869 Korean victims through fake romance, investment and other illegal schemes.
"Transnational crimes not only destroy individual lives and undermine trust within our society but can also cause diplomatic friction. They are highly malicious and threatening crimes," Lee said. "Measures should be taken to clearly demonstrate that transnational crimes that threaten public safety and undermine people's livelihoods will be punished without exception, whether committed at home or abroad," he added.
Lee called on authorities to ensure that crimes targeting Korean nationals result in consequences that clearly outweigh any potential gains and urged close cooperation with foreign countries to confiscate criminal proceeds concealed overseas.
He also called for government support for businesses to minimize confusion and unintended side effects stemming from the full implementation of the Artificial Intelligence Basic Act, which took effect earlier in the day. "AI has already emerged as a key driving force that is fundamentally reshaping society and our daily lives beyond the economic sphere, which requires policy support and efforts to proactively manage foreseeable side effects," he said. Lee stressed the need for comprehensive support for venture firms and startups to help them adapt to the new system without stifling innovation, and called for policy implementation in a "reasonable and transparent" manner.

이 발언은 캄보디아에서 사기 혐의로 구금된 73명의 한국 국적자들이 금요일에 조사 차 귀국할 예정이라는 상황 속에서 나왔다.
청와대에 따르면 피의자들은 가짜 로맨스, 투자 등 불법 수법으로 869명의 한국인 피해자로부터 486억 원(3,310만 달러)을 편취한 혐의를 받고 있다.
"초국적 범죄는 개인의 삶을 파괴하고 우리 사회의 신뢰를 약화시킬 뿐만 아니라 외교적 마찰도 야기할 수 있습니다. 매우 악랄하고 위협적인 범죄입니다," 이재명 대통령은 말했다.
"공공 안전을 위협하고 서민의 생계를 약화시키는 초국적 범죄에 대해서는 국내외 어디에서 저질러지든 예외 없이 처벌된다는 것을 분명히 보여 주는 조치가 이뤄져야 한다고 덧붙였다."
이재명 대통령은 당국에 대해 한국 국민을 겨냥한 범죄의 결과가 잠재 이익보다 명확히 무거워지도록 보장하고, 해외에 은닉된 범죄 수익의 몰수를 위해 해외 국가들과의 긴밀한 협력을 촉구했다.
또한 이날 일찍 시행된 인공지능(AI) 기본법의 전면 시행으로 인한 혼란과 의도하지 않은 부작용을 최소화하기 위한 기업 지원을 정부에 촉구했다.
AI는 이미 사회와 일상을 경제 영역을 넘어 근본적으로 재편하는 주요 추진력으로 떠올랐으며, 이는 정책적 지원과 예측 가능한 부작용을 선제적으로 관리하기 위한 노력이 필요하다고 이 대통령은 말했다.
이 대통령은 혁신을 저해하지 않으면서 벤처 기업과 스타트업이 새 시스템에 적응할 수 있도록 포괄적 지원이 필요하다고 강조했고, 정책이 ‘합리적이고 투명한’ 방식으로 시행될 것을 촉구했다.
