President Lee Jae Myung emphasized the importance of South Korea and Japan as partners sharing common values and opportunities for cooperation during an interview with Japan's public broadcaster NHK on Monday. His remarks come ahead of his visit to Japan's Nara Prefecture for summit talks with Prime Minister Sanae Takaichi on Tuesday and Wednesday.
Lee highlighted the necessity of mutual support between the two nations in navigating the complex geopolitical landscape of Northeast Asia, stating that they should complement each other’s shortcomings.
This summit occurs shortly after Lee's state visit to China, where he engaged in discussions with President Xi Jinping amid rising tensions between Beijing and Tokyo, particularly following Takaichi's comments concerning Taiwan.
On the topic of South Korea's ban on seafood imports from eight Japanese prefectures, Lee remarked that resolving the issue will take time and should prioritize the trust of the Korean public, indicating that a short-term solution is not feasible.
He mentioned that addressing the seafood import ban is a critical aspect of South Korea's diplomatic agenda as it seeks Japan's support for joining the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), a multilateral trade agreement that currently includes 12 member countries.
The seafood import ban was instituted in 2013 due to radiation concerns stemming from the 2011 Fukushima nuclear disaster, with the South Korean government stating that the restrictions will remain until public concerns are fully alleviated.
Regarding security matters, Lee expressed support for Takaichi's initiative to engage in dialogue with North Korean leader Kim Jong-un concerning Japanese citizens abducted to North Korea. He noted that such talks are vital for peace and stability in Northeast Asia.
Lee's upcoming trip will mark his fifth summit with a Japanese prime minister since taking office in June. He has previously held three discussions with Takaichi's predecessor and conducted his inaugural summit with Takaichi in October during the Asia-Pacific Economic Cooperation summit.
The visit to Nara, Takaichi's hometown, is part of a series of reciprocal leader-level meetings aimed at maintaining the positive momentum in bilateral relations. The talks are expected to address various regional and global challenges, including North Korea, as well as to enhance cooperation in economic, social, and cultural areas.

이번 만남은 이 대통령의 중국 국빈 방문 후 열리는 것으로, 그 자리에서 시진핑 대통령과 회담을 가진 뒤에 이루어진 것이다. 이는 다카이치 총리가 대만에 대한 발언을 한 이후 베이징과 도쿄 간의 긴장이 고조된 가운데 이루어졌다.
한국의 8개 일본 현에 대한 수산물 수입 금지와 관련해 이 대통령은 이 문제가 “장기적으로 해결해야 할 사안”이라며, 이는 한국 국민의 신뢰가 필요하기 때문에 단기적으로 해결될 수 없다고 설명했다.
이 대통령은 이 문제가 서울의 외교 agenda에서 중요한 항목이라고 강조하며, 도쿄의 지원을 받아 포괄적이고 점진적인 환태평양 파트너십(CPTPP) 가입을 추진하고 있다고 말했다.
CPTPP는 일본이 주도하는 다자간 무역 협정으로, 현재 호주 및 동남아시아, 라틴 아메리카의 여러 국가를 포함한 12개 회원국이 있다.
한국은 2011년 후쿠시마 원전 사고 이후 방사능 우려로 2013년에 수입 금지를 부과했으며, 공공의 우려가 완전히 해소될 때까지 제한을 유지하겠다고 다짐했다.
안보 문제와 관련해 이 대통령은 다카이치 총리가 북한으로 납치된 일본 국민 문제에 대해 김정은 북한 국무위원장과 talks를 갖겠다는 의사를 표명한 것에 환영의 뜻을 전했다.
“북동아시아의 평화와 안정 측면에서, 북한과 미국, 그리고 북한과 일본 간의 대화는 매우 중요하다”며, “일본과 북한 간의 관계가 대화와 소통을 통해 발전하는 것이 좋다고 생각하며, 이를 가능하게 하는 역할을 하고 싶다”고 덧붙였다.
이번 방문은 지난 6월 취임 이래 다카이치 총리와의 다섯 번째 정상회담을 의미하며, 이 대통령은 다카이치의 전임자인 이시바 시게루와 3차례 회담을 가졌다.
이 대통령은 이번 방문의 일환으로 다카이치 총리의 고향인 고대 도시 나라를 방문할 예정이며, 이는 최근 개선된 관계의 지속을 위한 “셔틀 외교”의 일환이다.
예정된 회담은 북한 문제를 포함한 지역 및 글로벌 이슈와 경제, 사회, 문화 협력에 대해 논의할 것으로 보인다.
