Emanuel Novo has become the Korea Professional Football League's (K League) first foreign goalkeeper in 28 years, marking a significant shift towards inclusivity in a position previously restricted to Korean athletes.
Yongin FC, which will compete in the second-tier K League 2 this season, announced the signing of the Portuguese goalkeeper on Saturday. Novo, aged 33, is the first foreign goalkeeper to join the K League since the league lifted its long-standing ban on foreign registrations for this position last June.
Prior to this, Novo played in Portugal's first and second divisions, as well as in Romania and Saudi Arabia. Yongin FC praised his aerial command and strong communication skills with defenders, which are enhanced by his height of 192 centimeters.
Expressing his sentiments, Novo stated, "As the first goalkeeper to join the K League since the ban on foreign goalkeepers was lifted, I want to live up to that responsibility," emphasizing the honor he feels in joining the team.
The ban on foreign goalkeepers was implemented in 1999 after a gradual tightening of regulations aimed at promoting domestic talent and providing more playing opportunities for Korean nationals. This policy followed a period of reliance on foreign goalkeepers, particularly from Eastern Europe and former Soviet states, who were considered cost-effective.
One prominent example from the past is Valeri Sarychev, a Tajikistani goalkeeper who later became a naturalized Korean citizen and played a key role in leading Ilhwa Chunma to three consecutive league titles from 1993 to 1995.
The league's board voted in June last year to open the goalkeeper position to foreign players starting in the 2026 season, citing league expansion and the rising salaries of goalkeepers as key reasons for this change.
With the league expanding to 29 clubs this year, compared to a maximum of 10 teams in the 1990s, the board concluded that allowing foreign goalkeepers would not hinder opportunities for domestic players.
The board also indicated that the previous restrictions had led to disproportionate wage growth for domestic goalkeepers compared to field players. Although the league does not publish detailed salary data, it recently released summary figures showing that the average annual salary in K League 1 is approximately 311 million won ($215,000), with domestic players earning around 237 million won.
Among the top earners, Ulsan HD goalkeeper Jo Hyeon-woo ranked third last year at 1.46 billion won, significantly above the domestic players' average. In 2024, Jo continued to lead, earning 1.49 billion won.
Experts suggest that the repeal of the policy reflects a broader trend in sports. Football commentator Park Moon-sung noted that lifting position-based restrictions on foreign players was a necessary evolution, as it aligns with the principle of free competition. He added that the increase in clubs has created more opportunities for domestic goalkeeper development and that heightened competition ultimately strengthens the league.

1999년, 리그는 국내 선수 육성과 한국 선수의 더 많은 경기를 보장하기 위해 외국인 골키퍼 등록을 금지했다. 이 조치는 특히 구소련 및 동유럽 국가 출신의 외국인 골키퍼에 대한 의존도가 커지면서 시행되었다.

리그 정책은 지난해 6월 변화를 맞이했다. 리그 운영위원회는 2026 시즌부터 외국인 선수에게 골키퍼 자리를 개방하기로 결정하며, 리그 확장과 골키퍼 연봉 급등 등을 이유로 들었다.
올해 리그는 K리그 1과 K리그 2를 포함해 총 29개 구단으로 확대되었고, 이에 따라 외국인 골키퍼 자리를 여는 것이 국내 선수들의 기회를 제한하지 않을 것이라고 판단했다.
운영위원회는 또한 해당 포지션에 대한 제한이 국내 골키퍼의 임금 상승을 야기했다고 설명하며, 국내 선수들의 연봉이 필드 선수들보다 훨씬 더 증가하게 되었다고 밝혔다.
비록 리그에서 포지션별 임금 상승이나 리그 전체 임금 수준에 대한 공식 데이터를 공개하지 않지만, 최근 평균 선수 연봉 및 상위 5명의 연봉 요약 데이터를 발표했다.
K리그 1의 평균 연봉은 약 3억 1100만원(약 21만 5천 달러)으로, 국내 선수의 평균 연봉은 2억 3700만원이다. 지난해 상위 5명의 연봉 중 울산 현대의 조현우가 14억 6000만원으로 국내 선수 평균의 약 6배에 달하는 3위를 기록했다. 2024년에는 조현우가 모든 국내 선수 중 1위로 14억 9000만원을 기록했다.
전문가들은 이 정책의 폐지가 더 넓은 추세를 반영한다고 말한다. 축구 해설가 박문성이란 전문가는 외국인 선수에 대한 포지션 기반 제한을 해제하는 것이 스포츠의 자유 경쟁 원리에 반하는 것이라며 장기적으로 피할 수 없는 결정이라고 말했다.
박문성은 또한 이전보다 많은 구단들이 생겨남에 따라 국내 골키퍼 개발의 기회가 확대되었고, 이는 궁극적으로 리그의 경쟁력을 강화한다고 덧붙였다.
