Allegations arose from a report indicating that a team leader from the organizing committee attempted to secure a rebate from a hotel booked for the summit participants. KCCI had contracted a company for 2.85 billion won to organize the summit, but the company later submitted an invoice exceeding 12 billion won. After negotiations, the amount was reduced to just over 10 billion won.
The booking of two cruise ships for guest accommodations also contributed to KCCI's excessive spending. The ships, docked at Yeongilman Port, were intended to provide 1,000 suites, but fewer than 100 guests utilized the facilities, resulting in KCCI employees having to stay aboard the ships. Additionally, other hotels booked by KCCI did not meet the expected guest numbers, leading to a loss of 3 billion won due to minimum usage guarantees.
A KCCI official attributed the excessive spending to attempts to arrange additional programs related to the summit, citing unforeseen factors such as the absence of some Chinese guests and the sudden availability of hotels in Gyeongju. The official expressed the intention to fully cooperate with the government audit.
The KCCI labor union has called for all committee members to be included in the audit, emphasizing the need for accountability and legal repercussions following the investigation. The union stated that this inquiry is essential for KCCI to regain the trust of member firms, citizens, and employees.

이 의혹은 조직위원회 팀장 중 한 명이 CEO 서밋 참가자를 위한 호텔 예약에서 리베이트를 받으려 했다는 보도에서 비롯되었다. KCCI 내부 보고서에 따르면, 해당 직원은 호텔로부터 4,850만 원($33,500)의 세금계산서를 발급받기로 했으나 실제 금액은 4,500만 원으로 나타났다. 그는 그 후 350만 원의 잔액을 개인 은행 계좌로 송금하려고 시도했다.

KCCI는 CEO 서밋 행사를 주관할 회사를 경매를 통해 선정하고 28억 5천만 원의 계약을 체결했다고 밝혔다. 그러나 행사 후, 그 회사는 120억 원이 넘는 세금계산서를 제출했다. 예상치 못한 거액에 KCCI는 해당 업체와 협상하여 금액을 100억 원 이상으로 조정하기로 합의하였다.
또한 서밋 참석자를 위한 두 대의 크루즈선 예약이 KCCI의 과도한 지출 문제를 초래했다. 경주에서 40킬로미터 떨어진 포항 영일만항에 정박한 크루즈는 손님을 위해 1,000개의 스위트를 준비했으나 사용자는 100명도 되지 않아 KCCI 직원들이 대신 해당 선박에 숙박해야 했다.
크루즈선 외에도 KCCI가 예약한 다른 호텔들도 참석자 수를 충족하지 못해 과잉 예약 문제를 겪었다. 예약된 스위트의 활용 부족으로 인해 KCCI는 최소 사용 보장으로 30억 원을 잃었다.
KCCI의 한 관계자는 과도한 지출이 서밋에 따른 추가 프로그램 마련 시도에서 비롯되었다고 설명했다. 그는 크루즈선 객실의 과잉 예약이 중국 손님의 참석 불가 및 경주 지역의 다른 호텔들이 갑자기 이용 가능해지는 등의 여러 예기치 않은 요소와 관련이 있었다고 말했다.
“우리는 보통 손님 숙소를 보장하기 위해 충분한 호텔 스위트를 예약해야 합니다. 하지만 미국 기업 관련 프로그램의 변경 등으로 인해 게스트 목록이 줄어드는 예기치 않은 사건들이 있었습니다,”라고 관계자는 말했다. “우리는 정부의 감사 계획에 전적으로 협조할 것입니다.”
KCCI 노동조합은 일요일 모든 위원들이 감사 대상이 되어야 한다는 성명을 발표했다. 노조는 정부 조사가 적절한 처벌과 법적 제재로 이어져야 하며, KCCI가 회원사와 시민, 직원의 신뢰를 회복하기 위해서는 조사가 꼭 필요하다고 강조하였다.
