A South Korean industrial group announced a series of agreements with Canadian firms to deepen bilateral cooperation across steel, artificial intelligence, satellite communications and aerospace, as Canada weighs its submarine construction bid in an upcoming decision.
One memorandum of understanding with a Canadian steel producer envisions cooperation on building a new Canadian steel mill and supplying steel for next-generation submarines, with an investment of up to 250 million dollars. The partners also plan to develop maintenance, repair and overhaul infrastructure to sustain Canada's maritime fleet.
Officials described the collaboration as establishing stable, long-term steel-producing infrastructure to support a submarine force for both current and future generations of Canada.
In a tripartite agreement, the group’s shipbuilding and defense systems affiliates jointly partnered with a Canadian AI firm to develop a new AI model for submarine production planning, design and manufacturing, leveraging the AI firm’s language and multimodal model technologies. The project is valued at more than seven billion dollars and is supported by investors including Nvidia and Oracle.
As part of a separate collaboration with a Canadian satellite communications company, the partners will jointly develop a competitive low Earth orbit network for global markets, with the Canadian firm aiming to launch 198 LEO satellites by year-end. The initiative also includes introducing a military LEO satellite communications system for Korea.
Additional agreements were signed with a technology company to leverage its Aurora software-defined satellite platform and with an imaging solutions company to advance electro-optical and infrared sensor technologies for future defense programs.
Participants included the presidential chief of staff and senior government ministers, who stressed that bilateral ties should extend beyond trade and investment toward future-oriented areas such as AI transformation and clean energy development, with emphasis on strengthening automotive supply chains and related sectors in North America.

한국계 해양 계열사와 캐나다 제철 업체 간에 신규 제철소 건설 및 차세대 해군 잠수함용 강재 공급에 관한 협력 MOU가 체결됐다. 이 프로젝트는 캐나다 해양 전력 유지 및 정비 인프라 개발도 지원하며, 해당 한국 계열사는 파트너십에 최대 미화 2억 5천만 달러를 투자할 계획이다.
한국 측 해양 계열사와 방산 계열사, 그리고 캐나다의 AI 기업 간의 삼자 협력 MOU도 체결되었다. 이 협력은 잠수함 생산 계획, 설계 및 제조를 위한 새로운 AI 모델 개발을 목표로 하며, 대형 언어 모델과 대형 다중모달 모델 기술 기반의 시스템 개발이 추진된다.
캐나다의 위성통신 기업과의 협력으로 글로벌 시장을 겨냥한 저지구궤도 위성 네트워크를 공동으로 개발하고, 한국의 군용 LEO 위성통신 체계 도입도 추진된다.
소프트웨어 정의 위성 플랫폼을 보유한 캐나다 기업과의 또 다른 MOU를 통해 양측은 Aurora 기반의 시너지를 창출하는 것을 목표로 한다.
이미징 솔루션 기업과의 MOU를 통해 미래 방위 프로그램에 활용될 전자광학 및 적외선 센서 기술의 발전이 모색된다.
대통령 비서실장은 양자 협력의 확대를 통해 무역과 투자 확장을 넘어 AI 혁신과 청정 에너지 개발 등 미래 지향적 영역으로의 협력 전환이 필요하다고 말했다.
또한 산업통상자원부 장관은 한국이 캐나다의 자원 기반 수소 생산, 인프라 및 모빌리티 분야와의 협력을 가속할 준비가 되었다고 밝히며, 내연기관, 전기차 및 수소차 부품·공급망의 협력 강화를 강조했다.
온타리오 주 경제개발, 일자리 창출 및 무역 담당 장관은 최근 경상남도 거제의 생산 거점을 방문한 소감을 전하며, 양국 협력이 자동차 산업 등 다른 분야로까지 확장될 수 있음을 시사했다.
