South Korea’s defense ministry proposed inter-Korean military talks on Monday in response to a recent increase in North Korean incursions across the Military Demarcation Line (MDL), warning that tensions along the Demilitarized Zone (DMZ) have reached a dangerous level.
The announcement followed several instances of North Korean troops crossing into the South Korean side of the MDL while constructing roads and fences, and laying land mines nearby.
The MDL serves as the de facto border separating the two Koreas and is marked by signposts. It is the centerline of the DMZ, a heavily fortified buffer area that extends two kilometers on either side of the MDL.
The South Korean military reported that it responded each time with warning shots in accordance with standard operating procedures, compelling the North Korean personnel to withdraw. However, the ministry cautioned that the repeated incursions and responses have increased the risk of unintended clashes between the two Koreas.
Kim Hong-chul, director general for defense policy at the Ministry of National Defense, stated that Seoul is officially proposing a meeting between military authorities to establish a mutually recognized baseline for the MDL, noting that many original boundary markers from the 1954 armistice have been lost over time.
He urged Pyongyang to respond swiftly and positively, adding that the details of the meeting could be coordinated through Panmunjeom.
This proposal marks the first formal request for inter-Korean military talks in seven years. The last round of general-level talks, held in 2018, focused on easing tensions along the border and improving communication channels between the two militaries.
A defense ministry official indicated that the government had previously attempted to address issues along the MDL through the United Nations Command’s communication channel with North Korea but received no response from the North.
The official noted that the loss of hundreds of MDL markers installed after the 1953 Korean Armistice Agreement has left several segments of the boundary unclear, leading the two sides to rely on different reference lines. This discrepancy has contributed to the recent increase in North Korean personnel crossing into the South’s side of the DMZ during ongoing construction work across the western, central, and eastern fronts.
A senior defense official added that the long-term loss of MDL markers has led to differences in how the line is recognized, heightening the risk of accidental clashes. “This is why we believe military-level dialogue is necessary,” the official stated.
The ministry emphasized that the proposal aims to reduce tensions and prevent unintended incidents, urging North Korea to engage constructively.
Both the Ministry of Unification and the presidential office expressed hopes that Pyongyang would respond positively to efforts aimed at restoring stability and military trust on the peninsula.

한국 군은 표준 작전 절차에 따라 경고 사격으로 대응했으며, 북한 군은 이를 받아 철수했다. 그러나 국방부는 반복되는 침범과 대응이 두 나라 간의 우발적인 충돌 위험을 증가시켰다고 경고했다.
국방부의 국방 정책 국장인 김홍철은 서울이 MDL에 대한 상호 인식된 기준선을 마련하기 위해 군 관계자 간의 회의를 공식적으로 제안한다고 밝혔다. 이는 1954년 정전 협정 당시의 경계 표지가 시간이 지나면서 많이 소실되었기 때문이다.
그는 평양이 신속하고 긍정적으로 응답할 것을 촉구하며, 회의의 구체적인 사항은 판문점을 통해 조율할 수 있다고 말했다.
이번 제안은 7년 만의 북한과의 군사 회담 공식 요청이다. 2018년에 열린 마지막 일반급 회담은 국경에서의 긴장 완화 및 두 군 간의 통신 채널 개선에 초점을 맞췄다.
국방부 관계자는 정부가 이전에 유엔 사령부의 북한과의 통신 채널을 통해 MDL 관련 문제를 다루려고 했으나 북한으로부터 응답을 받지 못했다고 강조했다.
“1953년 한국 전쟁 정전 협정 이후 설치된 수백 개의 MDL 표지판이 소실되면서 경계의 여러 구간이 불확실해져 두 나라가 각기 다른 기준선에 의존하게 됐다”고 국방부 관계자는 말했다. 이 불일치가 최근 북한 인원이 한국 측 DMZ로 침범하는 증가에 기여했다고 덧붙였다.
“MDL 표지판의 장기적인 소실로 인해 경계 인식에 차이가 생겼으며, 현재 상황이 우발적인 충돌의 위험을 높이고 있다”고 한 고위 국방 관계자는 말했다. “이 때문에 군사적 대화가 필요하다고 믿고 있다.”
국방부는 이번 제안이 긴장을 완화하고 의도하지 않은 사고를 방지하는 것을 목표로 하며, 북한이 건설적으로 참여할 것을 촉구했다.
통일부와 대통령실 역시 평양이 한반도의 안정 및 군사적 신뢰 회복 노력에 긍정적으로 반응할 것이라는 기대를 표명했다.
