Former President Yoon Suk Yeol, during his court testimony, referred to several leaders he met at last year’s Asia-Pacific Economic Cooperation (APEC) and Group of 20 (G20) summits as “leftist populists.” He suggested that such multilateral gatherings should be attended by the prime minister rather than the president.
The comments were made on Wednesday while Yoon was testifying in the trial of former Prime Minister Han Duck-soo, who faces charges related to Yoon's controversial declaration of martial law.
During the hearing, prosecutors inquired if Yoon had instructed Han to attend diplomatic events on his behalf in late November, just before the martial law was declared on December 3. Initially, Yoon refrained from answering but later conceded that he “may have said something to that effect.”
Yoon elaborated on his experiences at the summits in Peru and Brazil, mentioning that he encountered “so-called leftist populist government leaders” who were invited despite their countries not being members of the global forums. He noted that “some countries were asking for aid from better-off countries” and highlighted the presence of “nonmember” participants.
Although Yoon did not specify the countries, he attended the APEC summit in Lima, which included Brazilian President Lula da Silva, despite Brazil not being an APEC member. He also participated in the G20 summit in Rio de Janeiro, where leaders from emerging economies, including some with left-leaning administrations, were present.
Yoon indicated that these experiences shaped his perception of which diplomatic events necessitated presidential attendance, suggesting he might ask Han to attend similar meetings in the future to allow him to concentrate on more critical diplomatic efforts.
The remarks surfaced during questioning about reports that Yoon had asked Han to cover some presidential-level engagements. Prosecutors argued that such instructions contradicted Yoon’s assertion that the martial law declaration was only a temporary measure.
Yoon’s testimony also involved discussions with Han prior to the martial law declaration. When asked if Han opposed the measure, Yoon stated that Han had “asked him to reconsider” and expressed what Yoon interpreted as objections.
In response to Yoon’s remarks, Kim Byung-kee, floor leader of the Democratic Party of Korea, described them as “shocking.” He criticized Yoon for his comments regarding “better-off countries” and “leftist leaders who were not even original members,” arguing that they reflect a lack of understanding of international summit operations and the distinctions between member states and invited participants.
Kim concluded by suggesting that Yoon’s mindset and judgment in summit diplomacy could be called into question based on his remarks.

윤 전 대통령은 이들 국가의 구체적인 이름은 언급하지 않았다.

윤 전 대통령의 증언에는 계엄 선포 이전의 한 전 총리와의 논의 내용도 포함되어 있었다. 한 전 총리가 계엄 선포에 반대했는지 질문받자, 윤 전 대통령은 전 총리가 “재고해 달라”고 요청했고, 그가 이해한 반대 의견을 전달했다고 말했다.
더불어민주당 김병기 원내대표는 윤 전 대통령의 발언을 “충격적이다”고 평가했다.
"윤은 '부유한 국가들' 및 '원래 회원도 아닌 좌파 지도자들'이라는 발언을 했다. 이는 그가 국제 정상회의가 어떻게 운영되는지, 회원국과 초청 참여자가 어떤 차이가 있는지 이해하지 못하고, 오히려 다른 국가들을 비하하는 데 집중했다는 것을 보여준다”고 덧붙였다.
그는 “그가 정상외교에 가지고 있었던 사고방식과 판단이 어떤 것이었는지 쉽게 상상할 수 있다”고 말했다.
