SK Group Chairman Chey Tae-won proposed new strategies to address Korea’s sluggish economic growth, focusing on an economic alliance with Japan and increased investment in artificial intelligence.
During a joint interview with YouTube channels, Chey, who is also the chairman of the Korea Chamber of Commerce and Industry (KCCI), highlighted the importance of the upcoming Asia-Pacific Economic Cooperation (APEC) CEO Summit. He described it as a crucial platform for discussing solutions amid rising protectionism, with the KCCI hosting the event from Tuesday to Friday.
Chey noted the challenges in restoring free trade under the existing WTO framework and criticized the outdated export-driven growth model that has been in place since the 1960s due to increasing tariff barriers.
He advocated for an economic partnership with Japan to better position Korea against trading blocs and protectionist measures. “By cooperating with Japan, we can create a market worth $6 trillion and achieve economies of scale,” Chey stated, pointing out that this collaboration could establish the world’s fourth-largest economic bloc.
Since introducing this concept earlier this year, Chey has stressed the need for Korea to form interconnected economic partnerships with countries that share similar economic systems, proposing a single-market model akin to that of the European Union.
The chairman also emphasized the necessity of ongoing investment in the AI sector, which he identified as a source of new opportunities for Korea. He compared the current competition for global AI dominance between the United States and China to the Cold War arms race.
Chey warned that failing to keep pace in AI investments could pose significant risks to Korea and insisted that investments should continue despite geopolitical uncertainties.
Additionally, he introduced the idea of a “mega sandbox” to revitalize regions experiencing population decline and called for attracting foreign talent through a proposed ‘green card’ system.
“Establishing a mega sandbox in regional areas as an AI experimental site could have significant ripple effects,” he said, emphasizing the potential benefits of allowing foreign talent to contribute to the Korean economy.
Regarding the APEC summit, Chey mentioned the participation of leaders, including U.S. President Donald Trump and Chinese President Xi Jinping, indicating that the discussions would serve as an indicator of the future of U.S.-China relations.
He concluded by noting that the APEC CEO Summit, which is expected to host over 1,700 participants, would provide a vital platform for addressing global business challenges in the context of rising protectionism and would feature numerous influential business leaders, including Nvidia CEO Jensen Huang.

“지역에 메가 샌드박스를 설치하여 AI 실험 사이트 및 시험 장소로 활용하면 상당한 파급 효과를 가져올 수 있습니다”라고 그는 말했습니다.
“외국 인재가 일정 기간 한국에 머무르며 부가 가치를 창출할 수 있도록 ‘그린 카드’ 제도를 도입하는 것도 필요합니다.”
이번 주 말 APEC 정상 회의에 대해 최 회장은 “트럼프 미국 대통령과 시진핑 중국 국가 주석을 비롯한 APEC 지도자들이 모여 광범위한 논의를 진행할 것”이라며, “이 회의는 향후 몇 년간 미중 문제의 발전을 가늠할 수 있는 기회를 제공할 것”이라고 밝혔습니다.
그는 “1,700명 이상의 참가자가 참석하는 APEC CEO 정상회의가 보호무역 시대의 해결책을 찾는 플랫폼 역할을 할 것”이라며, “Nvidia CEO인 젠슨 황을 포함한 많은 글로벌 비즈니스 리더들이 참석할 것으로 기대된다”고 덧붙였습니다.
