대통령은 정부가 광주 민주화운동을 계속 기록하고 보상하며, 국가의 미래를 지키기 위해 예우할 것이라고 밝혔다. 또한 광주 민주화운동의 민주주의적 이념을 헌법 서문에 포함하는 노력을 지속하고 있음을 강조했다.
