Unionized cargo workers stage a road sit-in in Jinju, South Gyeongsang Province, near the site of a fatal truck accident that killed a union member the previous day.
Police said Wednesday they have filed for an arrest warrant for the driver of a truck that ran into a group of rallygoers earlier this week, killing one and injuring two others.
The 2.5-ton truck struck participants of a cargo worker rally under the union on Monday near a logistics center serving a convenience store in Jinju, South Gyeongsang Province.
Police have applied a murder charge against the driver, a non-union member in his 40s, after determining he acted recklessly. They had taken custody of him at the scene on suspicion of causing bodily injury.
A police official said the driver did not stop after striking the victims, including a union member in his 50s who was pronounced dead after being rushed to a hospital in a state of cardiac arrest.
The driver reportedly told police that he did not intend to hurt anyone and only tried to quickly leave the area.
Authorities believe the collision happened as rallygoers tried to block the vehicle from exiting the site. Union members have accused police of recklessly facilitating trucks to leave the area at the time of the rally.

2.5톤 트럭이 진주(경상남도) CU 편의점 물류센터 인근에서 한국 공공서비스 및 운송노동조합 소속 화물노동자 시위 참가자들을 들이받았다.
경찰은 운전자가 무모하게 행동한 것으로 판단해 40대 비조합원으로 살인 혐의를 적용했다. 현장에서 신체상해를 초래한 혐의로 그를 구속했다.
한 경찰 관계자는 운전자가 피해자들에게 충격을 준 뒤 즉시 멈추지 않았다고 밝혔다. 현장에서 들이받은 조합원 중 50대 남성은 병원으로 이송된 뒤 심정지 상태로 사망 선고를 받았다.
운전자는 경찰에 대해 누구도 다치게 하려는 의도가 없었으며 단지 현장을 빨리 떠나려 했다고 진술한 것으로 전해졌다.
당국은 집회 참가자들이 차량이 현장을 떠날 수 없도록 막으려는 과정에서 충돌이 발생했다고 보고 있다. 조합원들은 당시 경찰이 트럭이 현장을 떠나도록 무모하게 방조했다고 비난했다.
