Health officials put up a notice banning indoor e-cigarette use at a PC cafe in the southwestern city of Gwangju, Thursday.
Online sales of liquid electronic cigarettes made with synthetic nicotine will be fully banned starting this week and those products will be required to carry warning labels similar to those on conventional cigarettes, the finance ministry said Thursday.
The measures are part of regulatory steps announced by the finance ministry a day before the revised Tobacco Business Act takes effect.
Under the revision, the definition of tobacco will be expanded to include both tobacco leaves and nicotine, whether natural or synthetic, bringing liquid e-cigarettes made with synthetic nicotine under the regulatory framework.
Accordingly, manufacturers and importers will be required to obtain approval from the finance minister and register with provincial governments before selling such products.
They will also be subject to taxes, including individual consumption tax, when distributed in the market. But a 50 percent tax reduction will apply for the next two years to mitigate the impact on the market, according to the ministry.
Online selling, sales to minors and promotional activities will all be banned. It will also be illegal to open products, add other substances and resell them, the ministry said, adding that the use of liquid e-cigarettes will be prohibited in no-smoking areas.
Manufacturers must attach warning images and labels to packaging and disclose ingredients, including nicotine content. They will also be required to conduct harmful substance testing every two years, and labeling flavoring substances will be banned.
To sell directly to consumers, vendors must be designated as tobacco retailers by local governments, the ministry stressed.
Separately, the government plans to promptly conduct safety assessments on "nicotine analog" products, such as 6-methylnicotine, which are not currently classified as tobacco but are used for inhalation, and to consider appropriate safety measures and regulatory responses.

이번 주부터 합성 니코틴으로 만든 액상 전자담배의 온라인 판매가 전면 금지되며 해당 제품에는 일반 담배와 유사한 경고 라벨이 부착되어야 한다고 재무부가 목요일 밝혔다.
이번 조치는 개정 담배사업법 시행 하루 전 재무부가 발표한 포괄적 규제 조치의 일환이다.
개정에 따라 담배의 정의가 담배잎과 니코틴(천연이든 합성)이 모두 포함되도록 확대되며, 합성 니코틴으로 만든 액상 전자담배도 규제 체계에 포함된다.
따라서 제조사와 수입업자는 이러한 제품을 판매하기 전에 재무부 장관의 승인을 받고 지방정부에 등록해야 한다.
시장에서 유통될 때 개인소비세를 포함한 과세가 적용되며, 향후 2년 동안 시장 영향 완화를 위해 세금이 50% 인하될 것이다.
온라인 판매, 미성년자에 대한 판매, 판촉 활동은 모두 금지된다. 또한 제품 개봉, 다른 물질의 첨가 및 재판매도 불법이며, 무흡연 구역에서 액상 전자담배의 사용도 금지될 것이라고 재무부는 밝혔다.
제조사는 포장재에 경고 이미지와 라벨을 부착하고 니코틴 함량을 포함한 구성 성분을 공개해야 한다. 또한 매 2년마다 유해물질 시험을 실시해야 하며 향미 성분 표기도 금지된다.
소비자에게 직접 판매하려면 지역 정부가 해당 판매처를 담배 소매점으로 지정해야 한다고 재무부가 강조했다.
또한 정부는 현재 담배로 분류되지 않지만 흡입용으로 사용되는 6-메틸니코틴 등 '니코틴 유사 물질' 제품에 대해 신속하게 안전성 평가를 실시하고 적절한 안전 조치와 규제 대응을 검토할 계획이다.
