Special counsel Ann Gweon-seob's team, formed to investigate allegations of unpaid severance pay at Coupang and the prosecution's handling of evidence related to the probe into former first lady Kim Keon Hee, completed its 90-day investigation on Thursday.
The 65-member team began its activities on Dec. 6 last year and conducted raids of Coupang, the Supreme Prosecutors Office, the labor ministry and other institutions, while questioning key suspects multiple times.
The team secured indictments against two prosecutors, Uhm Hee-joon and Kim Dong-hee, for allegedly pressuring a subordinate prosecutor not to indict Coupang over unpaid severance pay during their leadership at the Incheon District Prosecutors Office's Bucheon branch last year.
Chung Jong-chul, CEO of Coupang Fulfillment Services, and his predecessor, Eom Seong-hwan, were indicted in May 2023 for allegedly altering employment rules to disadvantage employees and failing to pay severance.
However, the investigation into the Seoul Southern District Prosecutors Office's handling of Bank of Korea strap evidence used to bundle new banknotes found at the home of a shaman tied to Kim Keon Hee during a December 2024 raid was not completed. The case was transferred to the broader prosecution for further inquiry.
특별검사 안건섭 팀은 쿠팡의 퇴직금 미지급 의혹과 수사를 받던 시점에 제기된 핵심 의혹들에 대해 90일간의 조사 기간을 마무리했다. 팀은 65명의 검사, 수사관 및 관계자로 구성되어 작년 12월 6일 활동을 시작했다. 이후 쿠팡, 대검찰청, 고용노동부 및 기타 기관들의 압수수색을 진행했고 다수의 핵심 피의자들을 여러 차례 소환 조사했다. 당시 팀은 쿠팡의 미지급 퇴직금 의혹과 관련해 수사에 개입했다는 혐의로 두 명의 검사 — 엄희준과 김동희 — 를 기소하는 데 성공했다. 엄씨와 김씨는 지난해 인천지검 부천지청의 1차장과 2차장으로 재임하던 기간에 퇴직금 의혹에 대한 기소를 방해하지 말도록 지시했다는 혐의를 받고 있다. 또한 쿠팡 물류 자회사인 쿠팡 풀필먼트 서비스의 임원인 정종철 대표와 전임자인 엄성환 전 대표도 2023년 5월 직원들에게 불리하게 고용 규정을 변경하고 퇴직금을 지급하지 않은 혐의로 기소됐다. 그러나 팀은 2024년 12월 진행된 대규모 수사에서 김Keon Hee와 관련된 샤먼의 집에서 발견된 새 은행권을 묶는 데 사용된 한국은행의 스트랩을 은행권에 대한 수집 행위의 실무적 손실 여부를 두고 서울남부지검의 수사와 관련된 총체적 조사를 마무리하지 못했고, 이 사건은 기소 측으로 이첩되어 추가 조사가 필요한 상태로 남았다.
