Seoul indicated on Thursday that Korean firms’ investments in Canada would be smaller if Ottawa splits the contract for 12 new patrol submarines worth 60 billion Canadian dollars ($43 billion) between Hanwha Ocean and Germany’s TKMS.
Industry officials said the level of industrial cooperation with Canada would change if Ottawa orders only six submarines from the Korean shipbuilder. While there is ongoing aim to win the full 12-submarine contract, the decision ultimately depends on the Canadian government.
Reports cited Canadian sources that Ottawa is considering purchasing six KSS-III Batch-II submarines from Hanwha for the Pacific coast and six Type-212CD submarines from TKMS for the Atlantic coast.
Concerns have emerged about the deal’s profitability if a split contract is chosen, as mass production costs and revenue from maintenance and overhaul could be affected. Some view a split contract as potentially justifying Korea’s reluctance to meet Canada’s demand for large-scale investments to offset the submarine purchase.
Meanwhile, Canada had also requested Hyundai Motor to build a local automobile plant, a move that could raise costs; the company proposed investing in Canada's hydrogen fuel cell infrastructure instead.
Experts noted that a six-submarine order could mitigate delivery risk, while industry officials expressed cautious optimism that a split contract could still allow Hanwha to demonstrate technology and deliver systems on time and within budget.
Analysts advised investors to consider increased holdings in shipbuilding stocks, citing a strong likelihood that Hanwha would secure an order for at least six submarines, given the choice between an uncertain 12-submarine bid and a definite six-submarine order.
