A court on Tuesday held hearings to decide whether to issue arrest warrants for an independent lawmaker and a former Seoul city councilor over bribery allegations linked to the 2022 local elections.
The Seoul Central District Court convened separate hearings for Rep. Kang Sun-woo and former councilor Kim Kyung after prosecutors requested warrants for their arrests early last month.
Kang is accused of receiving 100 million won in cash from Kim ahead of the 2022 elections allegedly in exchange for her support for Kim's nomination as a candidate for the Seoul city council at the time.
“I apologize for causing concern to the people,” Kang told reporters before attending her hearing. “I will sincerely make an explanation in the courtroom.”
The court is expected to decide on their arrests as early as later in the day.
Kang has claimed that she did not know the shopping bag Kim gave her at the time contained cash, adding that she returned the money after discovering it three months later.
Police believe Kang had met Kim with knowledge of the cash in advance and spent the money on a rental deposit. Kim ultimately received the candidate nomination and won a city council seat in the elections.
Kang's hearing followed the National Assembly's approval of a motion for her arrest last Tuesday.
By law, sitting lawmakers are immune from arrest while parliament is in session and can only be put under arrest with consent from the National Assembly.

서울중앙지법은 전당적 당인 더불어민주당(DPK) 소속이었던 강선우 의원과 전 시의원 김경에 대한 체포영장 청구를 지난달 초 검찰이 요청한 이후 이들에 대한 별도 심리를 열었다.
강 의원은 2022년 선거를 앞두고 김으로부터 현금 1억원을 받았다고 하며, 당시 김의 서울시의원 선출 후보 지명을 위한 지지 표를 얻기 위한 대가로 여겨진다고 주장된다.
강 의원은 기자들에게 “사람들에게 걱정을 끼쳐 죄송하다”고 말했고, “법정에서 성실히 설명하겠다”고 밝혔다.
법원은 이날 중으로 체포 여부를 결정할 것으로 예상됐다.
강 의원은 당시 김이 건넨 쇼핑백 안에 현금이 들어 있는 것을 몰랐으며, 세 달 뒤 돈을 되돌려주었다고 주장했다.
경찰은 강 의원이 미리 현금을 알고 김을 만났고 그 돈을 임대 보증금으로 사용했다고 보고 있다. 김은 결국 더불어민주당 후보 지명을 받아 선거에서 시의원 자리를 얻었다.
강 의원의 심리는 국회가 지난 화요일 체포동의를 승인한 뒤 열렸다.
법에 따라 현직 국회의원은 의회가 개회 중일 때 체포 면책을 받으며, 체포는 국회의 동의를 받아야만 가능하다.
