A week before the Paralympics open in Verona, an expanding group of countries plans to skip the opening ceremony in protest of Russian athletes competing under their own flags, an escalation that could cast a shadow over the Games.
The International Paralympic Committee allocated 10 combined slots for Russian and Belarusian athletes to compete under their flags with their national anthems. The decision, made in September 2025, has sparked political backlash amid Russia’s invasion of Ukraine.
Following Ukraine’s boycott, Finland has announced it will not attend, IPC Chief Brand and Communications Officer Craig Spence said on Friday.
The Czech Republic initially indicated a boycott due to competition schedules but later reversed course and said it would not attend.
Latvia, Poland and the Netherlands have signaled boycott plans, while Canada and Britain will skip the ceremony because their athletes compete in Alpine skiing the following day in Cortina, Spence noted.
The IPC stated that no additional nations have indicated a boycott beyond those already mentioned.
The Milano Cortina Paralympics run March 6–15.
Opening ceremony participation and visibility
Many National Paralympic Committees, including the host nation, oppose the decision to allow Russian and Belarusian athletes to compete under their flags, arguing for neutral status as during the Winter Games earlier this month.
For those unable to attend in person, organizers will film ceremony content for broadcasting, and efforts will be made to ensure strong visibility for all delegations.
The IPC expects a record participation of more than 600 athletes from over 50 countries, with final confirmations due next week.
Italy plans to send a delegation of about 20–25 athletes to the opening ceremony, largely consisting of its para ice hockey team.
Milano Cortina 2026 will feature a spread-out format across three clusters—Milan, Val di Fiemme, and Cortina—resulting in a smaller opening ceremony crowd but carrying all national flags.
NPCs were urged to select two athletes and two officials to attend in person, with a volunteer carrying each nation’s flag to ensure consistent representation.
