President Lee Jae Myung indicated that the government intends to offer incentives to companies relocating their semiconductor plants from sites near the capital to southern parts of the country.
The remarks come amid calls from the ruling party for major chipmakers to move their chip clusters currently under construction in Yongin, Gyeonggi Province, to promote more balanced regional development by dispersing the industry across regions.
While Lee has previously said the firms would not move their facilities even if the government tried to force them, the comments are seen as signaling the administration's continued desire for relocation. The companies declined to comment.
During a nationally televised New Year’s press conference, he said the government would encourage building semiconductor facilities in southern regions where electricity supply is sufficient, citing controversy over electricity transfers and water supply for the cluster.
He noted that the cluster is projected to require about 13 gigawatts of electricity annually, a level that would be equivalent to about 10 nuclear reactors, and asked whether residents in the southern regions would tolerate the construction of transmission towers to supply that power.
He outlined incentives that could accompany relocation, including lower electricity bills, tax benefits, lighter regulations, improved living conditions for workers, and reduced costs for land, labor and energy.
He added that economic incentives are the most important, saying the government has many tools and that while no government can fully control the market, no market can outweigh the power of the state.
Since telling senior executives of the two major chipmakers last month that he hopes they will consider regions further south to promote balanced development, debate has intensified over relocating the 1,000 trillion won project.
He also dismissed concerns that the ongoing investigation into a large consumer data breach at a U.S.-based e-commerce firm could escalate into a trade dispute, saying the matter will be handled in accordance with law and principle. He said Korea’s status as a sovereign country allows the government to address the issue confidently and fairly.

그는 클러스터가 연간 약 13기가와트의 전력을 필요로 하며 이는 10기의 원자력 발전소에 해당하는 규모라고 설명하며, 남부 지역 주민들이 이를 위한 송전탑 설치를 견디지 못할지 우려를 제기했다.
또한 전력 공급 문제를 둘러싼 지역 반응에 대한 평가를 강조했다.
또한 대통령은 남부로의 클러스터 이전에 대해 전력 요금 인하, 세제 혜택, 규제 완화, 노동자 주거 개선, 토지·노동·에너지 비용 절감 등 다양한 인센티브를 제시할 수 있다고 암시했다.
그는 “경제적 인센티브가 가장 중요하다”고 강조하며 정부는 다양한 도구를 보유하고 있으며 시장은 정부의 힘을 완전히 대체할 수 없다고 말해 정책 의지를 다시 한번 강조했다.
지난달 고위 경영진들에게 남쪽 지역을 더 고려해 달라고 요청한 이후, 1,000조 원 규모의 프로젝트를 둘러싼 논쟁이 격화되고 있다.
그는 쿠팡에 대한 대규모 데이터 유출 조사와 관련한 우려가 미국과의 무역 분쟁으로 번질 가능성은 없다고 일축했다. 최근 미국 정치인들이 조사를 비판했고, 거대 전자상거래 기업에 대한 조사가 미국 정치권의 로비 의혹과 연결됐다는 지적도 제기됐으나, 대통령은 “글로벌 기업이든 국내 기업이든 법과 원칙에 따라 처리하겠다”며 주권 국가로서 당당하고 공정하게 다루겠다고 밝혔다.
