Consumers held a press conference outside Coupang’s headquarters in Seoul on Tuesday to protest the company’s recent data breach.
The National Assembly’s Science, ICT, Broadcasting, and Communications Committee has announced that it will summon Coupang founder and Chairman Kim Bom-suk as the key witness at a hearing scheduled for December 17. This decision was made after the committee found Coupang's responses during initial emergency questioning on December 2 to be insufficient.
Rep. Choi Min-hee, chair of the committee, stated, “We decided to adopt the proposal for a hearing to address unresolved suspicions that remain despite previous questioning.”
A total of nine witnesses and five expert witnesses will be summoned for the hearing, including six Coupang executives such as CEO Park Dae-jun, former CEO Kang Han-seung, and Chief Information Security Officer Brett Matthes. Government officials, including the Science Minister and the President of the Korea Internet & Security Agency, are also expected to testify, along with experts in cybersecurity.
The committee has requested Coupang and related authorities to submit 422 documents by Friday. The hearing aims to verify the facts surrounding the breach, assess Coupang’s response, and examine any potential legal or procedural violations.
The data breach, which compromised the personal information of 33.7 million users, was reported on November 29. The leaked information included names, email addresses, phone numbers, delivery information, and purchase histories, allegedly taken by a former employee with access to the company’s internal systems.
During the emergency questioning, the committee criticized Coupang’s crisis response, particularly its initial characterization of the incident as a data “exposure” rather than a breach, which was seen as downplaying the seriousness of the situation. Following public backlash, Coupang revised its terminology and issued an updated notice to customers.
Authorities have intensified their investigation, with the Seoul Metropolitan Police Agency conducting a search and seizure operation at Coupang’s headquarters to collect digital evidence. The police had previously been examining voluntarily submitted server log records and other materials, and the new evidence will be analyzed to determine if any illegalities or negligence occurred in handling customer information.
Following the breach, Coupang has experienced a significant decline in users. Industry tracker data indicates that daily active users fell to 15.94 million, a drop of over 2 million from the previous day’s peak of 17.99 million, which saw many users logging in to check their accounts and change passwords.

국회 과학기술정보방송통신위원회는 12월 17일 열리는 청문회에 쿠팡 창립자이자 회장인 김범석을 주요 증인으로 소환하기로 했다. 이번 청문회는 쿠팡의 대규모 개인 정보 유출 사건에 대한 것이다.
위원회는 월요일 회의 중에 청문회를 승인하며, 12월 2일 긴급 질문에 대한 쿠팡의 대응이 불충분했다고 판단했다.
위원장인 최민희 의원은 “이전 질문에도 불구하고 해소되지 않은 의혹을 다루기 위해 청문회 개최 제안을 수용하기로 했다”고 밝혔다.
총 9명의 증인과 5명의 전문가가 청문회에 소환될 예정이다. 증인 목록에는 김범석 회장과 쿠팡 최고경영자 박대준, 북미 사업을 이끌고 있는 전 CEO 강한승, 정보 보안 책임자 브렛 매스가 포함되어 있다.
과학부 장관배경훈과 한국인터넷진흥원(KISA) 이사장 이상중 등 정부 관계자들도 증인으로 소환된다. 전문가 증인은 개인정보 보호위원장과 함께 학계 및 산업의 사이버보안 전문가들이 포함된다.
위원회는 쿠팡 및 관련 당국에 422개의 문서를 금요일까지 제출할 것을 요구했다. 청문회에서는 유출 사건 관련 사실을 확인하고, 쿠팡의 대응을 평가하며 법적 또는 절차적 위반 가능성을 검토할 예정이다.

이번 데이터 유출 사건은 3,370만 명의 개인 정보가 노출된 것으로, 11월 29일에 드러났다. 유출된 정보에는 고객의 이름, 이메일 주소, 전화번호, 배송 정보 및 구매 이력이 포함되어 있으며, 이는 내부 시스템에 여전히 접근할 수 있는 전 직원이 탈취한 것으로 보인다.
긴급 질문 중 위원회는 쿠팡의 위기 대응 및 소통 방식에 대해 강하게 비판하며, 사건을 데이터 "노출"이라고 언급한 점이 상황의 심각성을 경시했다고 지적했다.
쿠팡은 이후 대중의 반발에 부딪혀 용어를 수정하고 고객 공지문을 업데이트했다.
회사는 또한 수사 당국의 압수수색을 받았으며, 서울지방경찰청 사이버 수사대가 월요일 오전 송파구에 위치한 쿠팡 본사를 방문하여 디지털 증거를 압수했다고 밝혔다.
경찰은 이전에 쿠팡이 자발적으로 제출한 서버 로그 기록 및 기타 자료를 조사하고 있었다. 압수수색에서 확보된 증거를 바탕으로 수사관들은 압수한 하드 드라이브와 내부 문서를 분석하여 쿠팡의 고객 정보 처리에서 불법 행위나 과실이 있었는지를 확인할 계획이다.
쿠팡은 유출 사건 이후 사용자 수가 눈에 띄게 감소했다. 산업 추적 업체 IGAWorks에 따르면, 12일 토요일 일일 활성 사용자는 1,594만 명으로, 이전 날 1,799만 명의 최고점에서 200만 명 이상 감소했다. 많은 사용자들이 계정을 확인하거나 비밀번호를 변경하거나 프로필 삭제 방법을 탐색하기 위해 로그인을 했던 기간이었다.
