On Wednesday, the Trump administration announced via the Federal Register the implementation of certain tariff elements of the Korea-U.S. Strategic Trade and Investment Deal, which includes a reduced duty rate of 15 percent on Korean automobiles retroactive to November 1.
The Department of Commerce and the Office of the U.S. Trade Representative released the notice ahead of its official publication date scheduled for Thursday. This action follows a joint fact sheet released by South Korea and the United States on November 13, detailing bilateral trade and security agreements.
The agreements include a commitment from the U.S. to lower reciprocal tariffs on Korean products from 25 percent to 15 percent, in exchange for South Korea's pledge to invest $350 billion in the U.S.
The notice specifies that Korean automobiles and auto parts entered for consumption on or after 12:01 a.m. on November 1 (Washington time) will be subject to the new 15 percent tariff, reduced from the previous 25 percent rate. Additionally, reciprocal tariffs on other Korean goods, as well as duties on timber and lumber products, will also be set at 15 percent, effective from 12:01 a.m. on November 14.
However, South Korean products that fall under the World Trade Organization Agreement on trade in civil aircraft, excluding unmanned aircraft, will not be subject to these reciprocal tariffs.
The notice emphasizes the strength and endurance of the South Korea-U.S. alliance, which was reinforced during a summit between the two nations' leaders in South Korea in October. It describes the trade deal as a new chapter in the U.S.-ROK alliance, essential for peace, security, and prosperity in the region.

상무부와 미국 무역대표부는 목요일 공식 발행일 이전에 한미 전략 무역 및 투자 협정의 관세 관련 요소를 시행하기 위해 문서를 게시했다.
이번 공지는 한국과 미국이 11월 13일 공동 사실 확인서를 발표한 후에 나왔으며, 해당 문서에는 서로의 상품에 대한 관세를 25%에서 15%로 낮추는 내용을 포함한 양국 간 무역 및 안보 협정이 포함되어 있다. 미국은 한국이 3,500억 달러를 미국에 투자하겠다는 약속과 함께 이러한 합의에 나섰다.
이 공지는 11월 1일 오전 12시 1분(워싱턴 시간) 이후에 소비를 위해 반입되었거나 창고에서 소비를 위해 반출된 한국 자동차 및 자동차 부품이 15%의 관세 대상임을 확인했다. 이로 인해 해당 부문의 기존 25% 관세율이 낮아진 것이다.
또한 한국 제품에 대한 국가별 상호 관세와 목재, 제재목 및 이들의 파생품에 대한 관세도 11월 14일 오전 12시 1분부터 15%의 관세로 적용된다고 덧붙였다.
도무형 항공기를 제외한 민간 항공기 무역에 관한 세계무역기구 협정에 해당하는 한국산 제품은 상호 관세의 적용을 받지 않는다고도 언급했다.
이번 공지는 한미 양국 간의 무역 및 투자 협정이 한미 동맹의 "강인함"과 "지속성"을 반영한다고 설명했다. 이 협정은 이재명 대통령과 트럼프 대통령이 10월 한국에서 열린 정상 회담 동안 마무리되었다.
공지는 "트럼프 대통령과 이 대통령은 한반도와 인도-태평양 지역의 평화, 안보 및 번영을 위한 중심축인 한미 동맹의 새로운 장을 선언했다"고 전했다.
