WASHINGTON — A top policy aide to the South Korean President stated on Thursday that Seoul and Washington are engaged in trade negotiations in a "most earnest and constructive" atmosphere, as they work out details of Korea's $350 billion investment commitment under a trade deal established in July.
Kim Yong-bum, the presidential chief of staff for policy, made these comments upon arriving at an airport near Washington, amid growing speculation that the two nations are nearing an agreement to finalize the specifics of the trade deal.
Kim, along with Industry Minister Kim Jung-kwan, is in the U.S. as South Korea intensifies its efforts to expedite negotiations, sending top officials, including Finance Minister Koo Yun-cheol, to Washington this week.
"Taking stock of how (the negotiations) have so far been, we are at a juncture when the two countries are engaging in negotiations in the most earnest and constructive atmosphere," Kim told reporters at Dulles International Airport.
He emphasized the commitment to wrap up negotiations in a manner that serves Korea's national interests, adding, "We will do our utmost to ensure that negotiations will be wrapped up well."
In response to U.S. Treasury Secretary Scott Bessent's remarks that he expects an outcome from negotiations within the next 10 days, Kim viewed this as a positive sign, indicating potential U.S. concessions. He interpreted the U.S. timeline as a favorable interim assessment of the negotiations.
Kim reiterated that Seoul would adhere to its negotiation principles and not rush to finalize a deal.
Later, Kim, along with Industry Minister Kim and Trade Minister Yeo Han-koo, visited the Office of Management and Budget (OMB) at the White House, which oversees President Trump’s shipbuilding initiatives. Although the OMB is not directly involved in trade negotiations, the officials sought to discuss shipbuilding cooperation, a key component of Korea's investment commitment.
"The OMB is a very crucial entity for the shipbuilding (cooperation) project," Kim noted before entering the White House. He expressed the desire to exchange views on shipbuilding industrial cooperation between the two countries.
After the visit, Industry Minister Kim described the discussions with OMB Director Russell Vought as "constructive," particularly concerning the "Make American Shipbuilding Great Again" project, which South Korea has proposed to support the U.S. shipbuilding industry as part of the trade deal.
During his time in Washington, Industry Minister Kim is also expected to meet with Commerce Secretary Howard Lutnick, while Finance Minister Koo is likely to meet Bessent.
The convergence of key South Korean officials in Washington has raised hopes for visible progress ahead of an anticipated summit between South Korean President Lee and President Trump, scheduled to take place during the Asia-Pacific Economic Cooperation summit later this month in Korea.
The two countries reached a framework trade deal in late July, under which Seoul has committed to investing $350 billion in the U.S. in exchange for Washington's agreement to reduce its "reciprocal" tariff and sector-specific duty on South Korean automobiles from 25 percent to 15 percent.
However, the deal has not yet been implemented as negotiations continue to address various sticking points, including the funding of the investment package.

김용범 대통령 비서실 정책보좌관은 워싱턴 근처 공항에 도착한 자리에서 한국과 미국이 무역 협정의 구체화를 위한 합의에 한 걸음 다가설 것이라는 추측이 커지고 있다고 언급했다.
김 보좌관은 산업부 장관 김정관과 함께 미국에 도착했으며, 서울은 재무부 장관 구윤철을 포함한 고위급 관계자들을 이번 주 워싱턴으로 파견해 협상 가속화를 위해 노력하고 있다.
김 보좌관은 덜레스 국제공항에 도착하며 기자들에게 "(협상이) 지금까지 어떻게 진행되어왔는지를 점검해보면, 양국이 가장 진지하고 건설적인 분위기 속에서 협상에 임하고 있는 분기점에 있다"고 말했다.
"우리는 한국의 국가 이익에 부합하는 방향으로 협상을 잘 마무리하도록 최선을 다할 것"이라고 덧붙였다.
그는 수요일 미국 재무부 장관 스콧 베센트의 발언에 대해 "향후 10일 이내에 협상에서 결과를 기대한다"고 말한 것에 대해 긍정적인 신호로 보고 "미국이 많은 양보를 할 가능성이 높다고 보지 않냐"고 말했다.
그는 "미국이 10일 이내에 결과를 기대하는 것은 우리와의 협상에 대한 중간 평가를 나타내며, 나쁘지 않은 신호로 해석된다"며 "미국이 우리 입장을 최대한 반영해주길 바란다"고 밝혔다.
김 보좌관은 협상 원칙을 고수하며 서두르지 않겠다는 서울의 입장을 재확인했다.
이날 김 보좌관과 산업부 장관, 통상부 장관은 백악관의 관리예산국(OMB)을 방문해 트럼프 대통령의 조선업 관련 계획에 대한 의견을 청취하려 했다.
OMB는 무역 협상에 직접 관여하지 않지만, 한국의 투자 약속의 핵심 요소인 조선업 협력에 대한 견해를 듣기 위해 이들을 방문했다.
김 보좌관은 백악관에 들어서기 전 기자에게 "OMB는 조선 협력 프로젝트에 매우 중요한 기관"이라며 "(방문은) 그들의 의견을 듣고 양국 간 조선 산업 협력에 대한 의견을 나누기 위한 것"이라고 말했다.
방문 후 산업부 장관은 기자들에게 서울 측 관계자들이 OMB 소장 러셀 보그트와 만난 후 '미국 조선업을 다시 훌륭하게 만들자' 프로젝트에 대해 "건설적인" 논의를 했다고 밝혔다.
김 장관은 워싱턴 체류 기간 동안 상무부 장관 하워드 루트니크와의 만남이 예정되어 있으며, 재무부 장관 구윤철은 베센트와 만날 가능성이 높다.
이번 주 미국에서 무역 협상에 참여하는 한국의 주요 관계자들이 모여 두 나라가 대규모 아시아 태평양 경제 협력 정상 회담을 앞두고 가시적인 진전을 이룰 수 있기를 바라는 기대감이 커지고 있다.
