YEONGJONGDO — Sixty-four South Koreans detained in Cambodia over alleged online scams returned home on a chartered flight early Saturday, with most expected to face criminal investigations, according to police officials.
The repatriation followed public outrage in South Korea after the torture death of a college student who was lured to Cambodia by a criminal organization.
The flight, operated by Korean Air, landed at Incheon International Airport at 8:35 a.m. after departing from Techo International Airport near Phnom Penh.
This event occurred shortly after a South Korean government response team was sent to Cambodia to assist nationals involved in online scams conducted by local crime groups.
Upon arrival, the South Koreans were reportedly placed under arrest and were to be taken to various police stations across the country for investigations into their alleged criminal activities.
According to South Korean law, detention warrants can be executed on national flag carriers, as they are viewed as part of South Korean territory.
Second Vice Foreign Minister Kim Ji-na, who led the government response team, stated that the visit reaffirmed the Cambodian government's commitment to cooperate and established a joint task force to address these crimes.
She added that the South Korean government aims to create an effective system to combat online scams originating in Cambodia that target its nationals.
Park Sung-joo, head of the National Office of Investigation, reported that Cambodian authorities agreed to promptly inform South Korea of any further arrests of its citizens linked to online scams, and the two countries would exchange evidence to facilitate ongoing investigations.
The issue gained prominence following the August case of a South Korean university student, who was tortured and killed in Cambodia after being lured by a job scam.
Currently, the returnees are accused of participating in online scams within Cambodian criminal complexes. Of the 64, 59 were detained during a crackdown by local authorities, while others were rescued after reporting their confinement.
Most of the returnees face criminal charges in South Korea, and some are subject to Interpol Red Notices.
This operation represents the largest effort by South Korean authorities to repatriate citizens from a single foreign nation and marks the third such repatriation operation to date.
To ensure security, approximately 190 police officers accompanied the returnees on the flight, and 23 vehicles were prepared at Incheon International Airport to transport the suspects to police stations.

김지나 외교부 제2차관은 "이번 방문을 통해 캄보디아 정부의 협력 의지를 재확인하고, 범죄에 대한 공동 대응 태스크포스를 제도화하여 양국 협력을 강화하기로 합의했다"고 전했다.
그는 "정부는 한국인을 대상으로 하는 온라인 사기 범죄를 근절하기 위한 효과적인 시스템을 구축하고, 이를 적극 활용할 것"이라고 덧붙였다.
국가수사본부 장이자 대응팀의 일원인 박성주 씨는 기자들에게 캄보디아 당국이 온라인 사기 단속 과정에서 한국 국적자 추가 구속에 대해 서울에 "신속하게" 통보하기로 합의했다고 밝혔다.
양국은 또한 사건에 대한 초기 조사를 돕기 위해 모바일 기기와 같은 증거를 교환하기로 했다.
