The nation's telecommunications regulator announced on Friday that it will initiate a fact-finding investigation into Samsung Electronics' preinstalled video editing application, “Studio,” due to potential violations of the Telecommunications Business Act.
The Korea Communications Commission (KCC) reported that its review of 187 preinstalled apps across four smartphone models — including Samsung’s Galaxy series and Apple’s iPhones released between 2023 and 2024 — indicated that the Studio app may infringe on existing regulations.
If a violation is confirmed, the KCC stated it will take appropriate action in accordance with the Telecommunications Business Act. The Studio app is designed to function alongside the Gallery app, which is used to store photos and videos.
Under the Telecommunications Business Act, mobile manufacturers and carriers are prohibited from preinstalling nonessential apps that cannot be deleted before sale, unless such apps are deemed necessary for the device’s core functions. This regulation aims to safeguard users' freedom of choice.

스튜디오 앱은 사진 및 비디오를 저장하는 갤러리 앱과 함께 작동하는 비디오 편집 애플리케이션이다.
통신사업법에 따르면, 모바일 제조업체와 이동통신사는 기기의 핵심 기능에 필요하지 않은 삭제 불가능한 비필수 앱을 판매 전에 기본 탑재하는 것이 금지되어 있다.
이 규정은 사용자들이 선택할 수 있는 자유를 보호하기 위해 설계되었다.
