<p>Controversy continues to surround HMM’s relocation from Seoul to Busan, despite the nation’s largest container shipping company having secured union approval last month and shareholder approval Friday to revise the head office location in its articles of association.</p>
<p>During an announcement on April 30, HMM CEO Choi Won-hyok said a Seoul branch would remain necessary for sales and finance functions, a remark widely interpreted as signaling that most of the company’s 900 Seoul-based employees would stay in the capital rather than relocate to Busan, where the company currently operates an office with about 200 employees.</p>
<p>Before reaching an agreement, the union representing Seoul-based HMM employees said it would accept the relocation only if most members were allowed to stay.</p>
<p>Civic groups in Busan have urged the company to present detailed relocation plans, warning that following the pattern of public institutions that retained key functions in Seoul could prevent the relocation from delivering expected benefits.</p>
<p>Opposition lawmakers criticized the plan for a lack of clarity on how many employees would move to Busan and by when, suggesting the relocation could be a rushed political move ahead of the June local elections.</p>
<p>The Busan mayoral candidate from the ruling party rejected these concerns, highlighting his role in relocating the oceans ministry to Busan last December and appointing the head of HMM’s Busan seafarers’ union to lead his campaign, while securing support from a union representing land-based employees in Seoul.</p>
<p>With unions involved in the Busan mayoral election, HMM has said it has distanced itself from the political situation, though the company remains under government influence as its largest shareholders are state-backed institutions, with the National Pension Service as its third-largest shareholder.</p>
