The Ministry of Oceans and Fisheries faced renewed scrutiny as it was again perceived to be shaping voters’ views in Busan ahead of local elections on June 3. The ministry began closing its cafeteria on the last Friday of every month, a move announced in an unplanned press release from the Busan-based ministry.
The decision followed complaints from nearby restaurant owners that the cafeteria’s February opening reduced their earnings after rents rose following the ministry’s relocation from Sejong to Busan last December. The ministry said the closure aims to support nearby commercial districts and noted that about one-third of its employees use the cafeteria, with the rest dining at local restaurants. It also stated the cafeteria sources ingredients locally and employs local residents.
In Busan, restaurant activity had temporarily increased during the first two months after the relocation when there was no cafeteria. Public sentiment in Busan had soured as the ministry’s cafeteria offered meals for 5,000 won, a move some critics linked to the administration’s political campaigning ahead of elections. Local observers and opposition members argued the relocation did not bring additional customers to nearby stores and contributed to higher rents.
Criticism intensified toward former Oceans Minister Chun Jae-soo, a Busan representative who led the relocation and is a candidate for Busan mayor. Opponents argued the move was politically motivated to win support from Busan voters, while supporters cited plans to develop Busan as a maritime hub. Chun announced his candidacy at the ministry’s headquarters, fueling speculation about the administration’s involvement in local politics.

이달 초부터 해양수산부는 매월 마지막 금요일에 구내 식당 운영을 중단하기로 했다.
이번 결정은 12월 부산으로 이전한 뒤 임대료가 오른 인근 음식점들의 수익에 타격을 주었다는 불만이 제기된 데 따른 것이다.
부산에 본사를 둔 단체는 예고 없이 발표한 성명에서 이번 폐쇄가 인근 상권을 지원하기 위한 조치라고 밝혔다.
“운영 시작 두 달 동안 직원의 약 3분의 1이 구내식당을 이용했고, 나머지 직원은 인근 식당에서 식사를 한다”고 해양수산부는 말했다. “구내식당은 모든 재료를 지역에서 조달하며 지역 주민을 고용하고 있다.”
부산 지역의 식당은 구내식당이 운영되지 않았던 이전 2개월 동안 손님이 일시적으로 늘었다가, 식당이 다시 운영되자 감소하는 경향을 보였다. 당시 식당 업주들은 이 움직임을 반겼다.
대통령이 relocated 공공기관 직원들에게 식비 보조를 제공하자는 아이디어를 내놓았지만, 해양수산부는 구내식당을 열고 5,000원으로 식사를 제공했으며, 이는 부산의 공공 여론을 악화시키는 결과를 낳았다.
지역 신문은 구내식당 운영으로 인해 인근 상권의 활력이 떨어지고 해양수산부 직원들이 이전보다 지출을 덜 하면서 상권이 위축되었다고 보도했다.
더불어민주당의 주진우 의원은 행정부가 이전 이후 도시를 방치하고 있다고 비판했다.
“점심 시간 손님이 사라졌고 해양수산부 직원들이 저녁 시간까지 머물지 않는다고 한 식당 주인이 말했다”고 의원은 지난달 소셜미디어에 썼다. “상가로 더 많은 손님을 끌어들이지 못하면 이전은 임차료만 올리는 결과가 된다.”
주 의원은 특히 이전을 주도해 부산 지역의 변화를 이끌고 현재 부산 시장에 출마하고 있는 정재수 전 해양수산부 장관을 강하게 비난했다.
정재수 전 장관이 이관을 주도하던 당시, 부산 표심을 겨냥한 해양수산부 장관으로 임명된 것은 지역 주민들의 지지를 얻기 위한 전략으로 해석됐으며, 당국은 북극 해상로를 대비한 해양 도시로의 발전 계획을 제시했다고 설명했다.
이번 달 초 정재수 후보가 해양수산부 본부를 선거 출마 선언 장소로 선정하면서 정치적 이슈에 해양수산부의 참여가 확대될 것이라는 관측이 제기됐다.
여당이 부산시장 자리를 빼앗으려는 전방위적인 노력이 계속되는 가운데 해양수산부의 구내식당 폐쇄 결정은 이례적이지 않다는 분석도 있다.
다만 해양수산부가 지속적으로 정치 이슈에 관여하는 것이 현재 해양 분야의 중대한 도전인 페르시아만의 혼잡 해소 등 문제 해결에 소홀해질 수 있다는 우려도 남아 있다.
