The government-led artificial intelligence foundation model project is accelerating, as the four consortia in the second-round evaluations expand with new specialized partners spanning 3D AI, large language model inference chips, and high-end training data. The project’s second round follows initial participants and aims to build a globally competitive sovereign AI stack from models to deployment.
A consortium led by Motif Technologies secured a slot in the second round after LG AI Research, SK Telecom, and Upstage moved forward from the first round in January. Each group is now bringing in partners to bolster technical capabilities ahead of the next evaluation.
LG AI Research announced that Elice has joined its consortium to assist in commercializing the K-EXAONE model across public and private sectors. Elice will use its modular data center infrastructure to provide APIs and a managed AI platform, enabling public agencies and enterprises to deploy dedicated environments with reduced operational burden. The plan includes deploying the model in security-sensitive areas such as manufacturing, finance, and government, offering cloud-based services for workflow automation, RAG-powered search, and document generation tools.
Upstage is reinforcing its consortium with AI semiconductor startup HyperAccel and AI startup RLWRLD. HyperAccel is developing an LLM processing unit to alleviate inference bottlenecks and reduce power and operating costs, with plans to refine LPU design, optimize inference for generative AI workloads, and provide a high-availability software platform. RLWRLD will help connect Upstage’s multimodal model Solar to real-world robotics deployment by defining vision-language model requirements for robot control and identifying viable tasks in hotels, logistics, and retail, along with validation scenarios and test protocols.
Motif Technologies added 3D AI startup N.Light and AI training data platform Crowdworks to its consortium. N.Light will create a 3D data pipeline translating text or images into manufacturable 3D CAD models and generate synthetic data to train vision-language-action models. Crowdworks will serve as the core data provider, focusing on datasets for step-by-step reasoning and deploying its Alpy Knowledge Compiler to convert complex documents into AI-understandable data. Robotics company XYZ joined to supply real-world robotic data for multimodal datasets on human-robot interaction and high-precision manipulation.
SK Telecom has not announced additional members to its consortium since the first round.

LG AI Research는 2월 25일 AI 인프라·솔루션 공급사 에스로이클이 컨소시엄에 합류했다고 발표했다. 이를 통해 K-EXAONE 모델의 공공 및 민간 부문 상용화를 돕는다. 에스로이는 모듈형 데이터센터 인프라를 활용해 AI 모델을 안정적인 API를 통해 노출하고, 공공기관과 기업이 운영 부담 없이 전용 환경을 쉽게 구성할 수 있는 관리형 AI 플랫폼을 제공한다. 또한 제조, 금융, 정부 등 보안 민감 분야에서 AI 모델을 배치하고, 워크플로 자동화, 검색(RAG 기반 검색) 및 문서 생성 도구를 위한 클라우드 기반 서비스를 제공할 계획이다. 한편 Upstage는 컨소시엄을 AI 반도체 스타트업 하이퍼엑셀 및 물리적 AI 스타트업 RLWRLD과 강화하고 있다. 하이퍼엑셀은 자체 칩 아키텍처를 기반으로 한 LLM 처리 유닛(LPU)을 개발해 추론 병목 현상을 완화하고 LLM 서비스의 전력 및 운영 비용을 절감하는 것을 목표로 한다. 팀의 일원으로서 LPU 설계 및 성능을 더욱 개선하고 생성형 AI 워크로드에 최적화된 추론 가속을 구축하며 고가용성의 풀스택 소프트웨어 플랫폼을 출시할 계획이다. RLWRLD는 Upstage의 다중모달 AI 모델 Solar를 실제 로봇 공학 배치에 연결하는 다리 역할을 한다. 로봇 제어 최적화를 위한 비전-언어 모델(VLM) 요건을 정의하고 로봈공학 기초 모델과의 통합, 호텔, 물류, 소매 분야의 상용 가능 작업을 식별한다. 또한 Solar의 능력을 로봇으로 구현하는 구체적 검증 시나리오와 테스트 프로토콜을 공동 설계한다. 모티프 테크놀로지스는 3D AI 스타트업 엔라이트(N.Light)와 AI 학습 데이터 플랫폼 Crowdworks가 컨소시엄에 추가로 합류했다고 밝혔다. 이 컨소시엄은 3000억 매개 규모의 대규모 언어 모델(LLM)을 구축하고 이를 비전-언어-행동 모델(VLA) 및 비전-언어-행동 모델로 확장하는 것을 목표로 한다. 엔라이트는 텍스트나 이미지를 제조 가능한 고정밀 3D CAD 모델로 직접 변환하고 이를 시뮬레이터가 사용할 수 있는 형식으로 자동 변환하는 AI 기반 3D 데이터 파이프라인을 개발한다. 또한 시뮬레이션을 통해 대규모 합성 데이터를 생성해 비전-언어-행동을 함께 제어하는 VLA 모델을 학습시키는 데 활용한다. Crowdworks는 컨소시엄의 핵심 데이터 공급처 역할을 맡아 고품질 데이터를 제공한다. 특히 단계별 추론능력을 극대화하기 위해 데이터셋 구축에 집중하고, 표나 차트와 같은 복잡한 문서를 AI 시스템이 이해할 수 있도록 하는 비정형 데이터 전처리 솔루션 알피(Knowledge Compiler)도 함께 배치한다. 로봇 공학 업체 XYZ도 컨소시엄에 합류해 로봇이 수집한 실세계 데이터를 제공하고, 인간-로봇 상호작용 및 고정밀 조작 데이터에 대한 다중모달 데이터세트를 정제한다. SK 텔레콤은 1차 평가 이후 추가 멤버를 공개하지 않았다.
