President Lee Jae Myung has urged the Defense Acquisition Program Administration (DAPA) to choose a shipbuilder for the Korean Next-Generation Destroyer (KDDX) project through an open competitive bidding process instead of awarding a sole-source contract to HD Hyundai Heavy Industries (HHI), which created the initial design.
Defense Minister Ahn Gyu-back has also expressed opposition to a sole-source deal, raising the possibility that Hanwha Ocean may be allowed to participate in the 7.8 trillion won ($5.3 billion) program to construct six 6,000-ton destroyers by 2030.
During a meeting with residents in South Chungcheong Province, Lee cautioned DAPA Minister Lee Yong-chul against signing a sole-source contract with a company that has faced penalties for military secrets leaks, labeling such a decision as “ridiculous.”
Although Lee did not explicitly name the company, his comments were interpreted as a reference to former HD HHI employees who were convicted for stealing destroyer design concepts from Daewoo Shipbuilding & Marine Engineering (DSME), now known as Hanwha Ocean, between 2012 and 2015. Following the finalization of their convictions in December 2023, HD HHI was assigned a 1.8-point deduction in government bidding through the end of 2026.
HD HHI is currently seeking a sole-source contract for the detailed design and construction of the first KDDX-class destroyer, claiming that the company responsible for the basic design typically receives subsequent contracts. However, Hanwha Ocean advocates for an open bidding process, asserting that a sole-source contract would contradict the penalties imposed on HD HHI.
Ahn has previously supported Hanwha Ocean’s stance during his legislative career, arguing that the lead contractor should be chosen through competitive means. Lawmakers from the ruling Democratic Party of Korea have criticized DAPA’s earlier contracting plans as corrupt after a review in March.
In light of the situation, DAPA is reportedly considering a joint design effort between both shipbuilders to enhance cooperation in international markets. Earlier this year, the two companies agreed to collaborate on naval exports despite their domestic rivalry.
Sources indicate that DAPA is expected to finalize its decision regarding the contracting method on December 18. The defense minister remarked that there is a shared desire to conclude the KDDX project promptly.
HD HHI completed the basic design in late 2023, with DAPA initially intending to finish the detailed design and commence construction of the first ship last year. However, little progress has been made over the past two years, partially due to the ongoing competition between HD Hyundai and Hanwha.

방위부 장관 안규백도 단독 계약을 추진하는 대행사에 반대하고 있어, 한화오션이 2030년까지 6척의 6,000톤 구축함을 건조하기 위한 7.8조 원(53억 달러) 프로그램에 참여할 수 있다는 기대가 커지고 있다.
지난 금요일 충청남도 주민들과의 회의에서 이 대통령은 군사 기밀 유출 등의 처벌을 받은 회사와 단독 계약을 체결하는 것에 대해 백청장 이종철에게 경고하며, 이를 "우스꽝스러운 일"이라고 표현했다.
이 대통령은 해당 회사를 명시하지 않았으나, 그의 발언은 2012년에서 2015년 사이에 대우조선해양(현재의 한화오션)으로부터 개념 구축함 설계를 훔친 전 HD 현대중공업 직원들을 지칭하는 것으로 널리 해석되었다. 이들의 유죄 판결은 2023년 12월 확정되었고, HD 현대중공업은 2026년까지 정부 입찰에서 1.8점의 감점을 받게 되었다.
HD 현대중공업은 이후 기본 설계를 책임진 회사가 후속 계약을 받는 전례를 들며 첫 번째 KDDX급 구축함의 상세 설계 및 건설을 위한 단독 계약 확보를 시도하고 있다.
반면, 한화오션은 여러 조선소가 참여할 수 있는 공개 입찰 과정을 촉구하며 단독 계약은 HD 현대중공업에 부과된 처벌과 일치하지 않는다고 주장하고 있다.
안 장관은 법조인으로 활동할 당시 한화오션의 입장을 지원하며, 주 계약자는 경쟁을 통해 선정되어야 한다고 언급했다. 여당인 더불어민주당 의원들도 올해 초 DAPA의 계획을 부패라고 비판한 바 있다.
이에 따라 DAPA는 이제 양 조선소가 KDDX급 구축함을 공동으로 설계하도록 요청하는 방안을 검토하고 있으며, 이들 두 회사는 국내에서의 경쟁에도 불구하고 해양 수출에 협력하기로 합의한 상태이다.
업계 관계자에 따르면 DAPA는 계약 방식에 대한 최종 결정을 12월 18일에 내릴 계획이다.
안 장관은 수요일 KDDX 프로젝트에 대한 질문을 받았을 때 "모두가 가능한 한 빨리 이 일을 마무리하고 싶어 한다"고 말했다.
HD 현대중공업은 2023년 말에 기본 설계를 완료했으며 DAPA는 처음에 상세 설계를 완공하고 첫 번째 함선의 건조를 지난해 시작할 계획이었다. 그러나 HD 현대와 한화 간의 지속적인 경쟁으로 인해 2년이 지나도 뚜렷한 진전이 없었다.
