Police investigating the grounding accident of a ferry off the southwestern coast earlier this week have requested arrest warrants for the ship's first mate and helmsman on charges of causing injury by gross negligence.
The first mate, in his 40s, and the helmsman, an Indonesian national in his 40s, were apprehended on Thursday after the 26,546-ton ferry Queen Jenuvia II, carrying 246 passengers and 21 crew members, ran aground at an uninhabited islet off the coast of Sinan, 366 kilometers south of Seoul, the previous night.
According to the Mokpo Coast Guard, the two are accused of causing the accident by failing to steer the ferry properly while engaged in activities unrelated to their duties.
The first mate is suspected of looking at his phone at the time of the accident and was expected to change course approximately 1,600 meters from the accident site but did not do so. The helmsman, responsible for operating the key or manually adjusting the automatic navigation device, reportedly stated he was looking at the gyrocompass inside the wheelhouse.
The Coast Guard also plans to book the ship's captain, in his 60s, who is accused of remaining outside the wheelhouse during the incident, on charges of violating the Seafarers Act.
The ferry was en route to the port city of Mokpo after departing from the southern island of Jeju. Although none of the passengers sustained serious injuries, some were taken to hospitals after reporting mild pains or experiencing nervous breakdowns.

이들은 업무외의 일을 하며 페리를 제대로 조타하지 않아 좌초 사고를 유발한 혐의를 받고 있다고 목포해양경찰서가 전했다.
사고 당시 휴대폰을 보던 것으로 의심되는 1등 항해사는 사고 지점에서 약 1,600미터 떨어진 지점에서 방향 전환을 해야 했으나 이를 이행하지 않은 것으로 보인다.
주요 조타를 맡았던 조타수는 자동 항법 장치를 수동으로 변경하는 업무를 맡고 있었으나, 휠하우스 안에 있는 자이로 컴파스를 보고 있었다고 보고했다.
해양경찰은 또한 사고 당시 휠하우스 밖에 있었던 60대 선장에 대해서도 해기사법 위반 혐의로 조사할 것이라고 밝혔다.
이번 페리는 남쪽 제주도에서 출발하여 목포 항구로 향하고 있었으며, 승객들은 크게 다치지 않았으나 일부는 가벼운 통증이나 신경 쇠약을 호소하며 병원으로 이송되었다.
