The Ministry of National Defense is seeking an additional 23.86 billion won ($16.2 million) in next year's budget to facilitate its return to its former headquarters in Yongsan District, coinciding with the presidential office's planned move back to the Cheong Wa Dae compound.
Rep. Kang Dae-sik of the main opposition party, who serves on the National Assembly’s National Defense Committee, stated that the defense ministry has informed lawmakers that relocating its offices, along with those of the Joint Chiefs of Staff, will be necessary once the presidential office returns to Cheong Wa Dae.
Former President Yoon Suk Yeol relocated the presidential office from Cheong Wa Dae in May 2022 to the former Ministry of National Defense building in Yongsan, a move framed as a departure from the so-called “imperial presidency” of Cheong Wa Dae and an effort to reopen the historic site to the public. The Yongsan facility underwent extensive renovations in 2022 to accommodate this transition, enhancing communications systems, media rooms, and security infrastructure.
The defense ministry's budget request includes 13.3 billion won for network systems, 6.56 billion won for facility repairs, and 4 billion won for moving costs. The committee has approved this funding request during its review of the 2026 defense budget, which will now be examined by the National Assembly’s Special Committee on Budget and Accounts.
The ministry plans to revert the defense ministry and Joint Chiefs of Staff (JCS) buildings to their layout prior to May 2022, when the presidential office was moved to Yongsan. The current presidential office building had served as the ministry’s main headquarters since 2003, and the ministry has been operating from the adjacent JCS building, resulting in shared facilities for over three years.
Due to space shortages, some ministry departments and subordinate units remain dispersed both inside and outside the compound. The current administration is preparing to return the presidential office to Cheong Wa Dae before the year's end.
Defense ministry officials indicated that the most likely scenario would involve moving back into the Yongsan building once it is vacated by the presidential office, restoring the adjacent structure for exclusive use by the JCS. A ministry official noted that a detailed inspection of the building has been challenging due to security measures but emphasized the need for advance budget preparation for the relocation.

국회 국방위원회 소속의 주요 야당인 국민의힘 강대식 의원은 국방부가 청와대 복귀 시 합동참모본부와 함께 사무실을 이전해야 한다고 국회의원들에게 알렸다고 전했다.
윤석열 전 대통령이 2022년 5월 취임하면서 청와대를 서울 중심부에서 용산의 구 국방부 건물로 이전했다.
이 주장은 비판자들이 일컫는 “제국적 대통령제”와의 단절을 강조하고 역사적인 청와대 단지를 시민에게 재개방하기 위한 방법으로 제시되었다. 이 전환을 위한 준비로, 용산 시설은 2022년에 광범위한 개보수를 받았으며, 통신 시스템 개선, 미디어룸 확장, 보안 인프라 강화 등을 포함하여 구 국방부 본부를 완전한 기능을 갖춘 대통령 사무실로 탈바꿈시켰다.
국방부에 따르면 복귀를 위한 예산은 네트워크 시스템, PC, 회의실 비디오 장비를 포함한 네트워크 설치를 위한 133억 원, 시설 수리를 위한 65.6억 원, 이전 비용으로 40억 원이 포함될 예정이다.
위원회는 2026년 국방 예산 검토 과정에서 이 요청을 승인하였으며, 제안서는 이제 국회 예산회계특별위원회의 검토를 기다리고 있다.
부처는 윤 정부가 청와대를 용산으로 이전하기 전인 2022년 5월 이전의 국방부와 합참 건물의 레이아웃으로 복원할 계획이다. 현재 10층 규모의 대통령 사무실 건물은 2003년부터 국방부의 주요 본부 역할을 해왔다.
이전 이후, 국방부는 인접한 합참 건물로 이전하였고, 두 기관은 3년 이상 하나의 시설을 공유해 왔다. 일부 부처와 하위 유닛은 공간 부족으로 인해 단지 내외에 분산되어 있다.
이재명 정부는 연말까지 대통령 사무실을 청와대로 복귀할 준비를 하고 있다.
국방부 관계자는 청와대가 용산 건물을 비울 경우, 구 국방부 건물로 복귀하고 인접 구조물을 합참 전용으로 복원하는 것이 가장 가능성 높은 경로라고 말했다.
“대통령 사무실 보안 때문에 건물에 대한 세부 검사가 어려웠지만, 이전 준비를 위해 필요한 예산을 미리 요청했다”고 한 관계자는 전했다. “2022년 5월 이전의 국방부와 합참 사무소를 재설치할 계획이다.”
