United States Forces Korea (USFK) filed a formal protest with the Korean government earlier this month regarding a search and seizure conducted by a special counsel team in July. This complaint marks a rare and significant diplomatic expression of concern from the U.S. military to its ally.
Sources indicate that U.S. Air Force Lt. Gen. David Iverson, deputy commander of USFK and head of the U.S. delegation to the Status of Forces Agreement (SOFA) Joint Committee, sent the protest letter to Korea’s Ministry of Foreign Affairs on October 3.
In the letter, Iverson expressed concerns about the special counsel’s operation at Osan Air Base in Pyeongtaek, Gyeonggi Province, which took place on July 21 as part of an investigation into a martial law declaration. He requested an explanation from Seoul regarding the lack of adherence to SOFA protocols, which require prior coordination or approval for external access to U.S. military installations. USFK contends that the special counsel team’s visit violated these provisions.
The protest specifically addresses the July 21 raid, during which special counsel investigators entered the Republic of Korea Air Force’s 1st Master Control and Reporting Center (MCRC) at Osan Air Base without prior U.S. authorization or consultation. Investigators were reportedly examining whether the Drone Operations Command coordinated with the Air Defense and Control Command on drone missions over Pyongyang in late 2024, as part of the investigation into former President Yoon Suk Yeol’s martial law declaration.
The MCRC is situated within the Korean Air and Space Operations Center (KAOC), a facility jointly operated by South Korean and U.S. personnel, although each side maintains separate working areas. USFK argues that due to shared entry points and corridors, prior U.S. authorization or consultation should have been sought in accordance with SOFA regulations.
In response, the special counsel’s office stated that the search was confined to areas under South Korean jurisdiction and conducted with approval from the ROK Air Defense and Control Commander, asserting that the investigation did not involve U.S. personnel or property.
This issue was also raised during the Korea–U.S. summit in Washington in late August, where U.S. President Donald Trump mentioned the raid in discussions with President Lee Jae Myung. Lee clarified that the investigation was focused on Korean military units and not U.S. installations.
When approached for comment, USFK refrained from elaborating, stating only that it does not comment on ongoing investigations by external entities and that it fully cooperates with ROK investigative authorities.
A Foreign Ministry official noted that the ministry’s director-general for North American Affairs serves as co-chair of an ROK–U.S. SOFA implementation consultation channel. The official added that it would be inappropriate to comment on matters involving communication between Seoul and Washington.

조사관들은 특별검사 팀의 조사로 작년 윤석열 대통령이 선언한 계엄령과 관련하여, 드론 작전 사령부가 2024년 10월과 11월 평양 상공에서 드론 임무를 수행하는 데 Air Defense and Control Command와 조율했는지를 조사하고 있었다.
MCRC는 한국항공우주작전센터(KAOC) 내에 위치한 공동 운영 시설로, 한국과 미국 인원이 각각 별도의 작업 구역을 유지하고 있지만, 출입구와 통로는 공유된다. USFK는 SOFA 규정에 따라 미측의 사전 승인이나 협의가 요구된다고 주장하고 있다.
그러나 특별검사 사무실은 수색이 한국 관할 지역으로 한정되어 있었고, ROK 공중 방어 및 통제 사령관의 승인을 받았으며, 이번 조사가 미국 인원이나 재산과 관련되지 않았다고 강조했다.
이 문제는 8월 말 워싱턴에서 열린 한미 정상회담에서도 언급되었는데, 도널드 트럼프 미국 대통령이 리재명 대통령과의 대화에서 급습에 대해 언급하였다. 리 대통령은 조사 대상이 한국 군부대이지 미국 시설이 아니라고 설명했다.
