Seoul has continued its efforts to resolve the deadlock in tariff negotiations with Washington during the extended Chuseok holiday.
The government aims to finalize details regarding the tariff discussions ahead of the Asia-Pacific Economic Cooperation (APEC) Economic Leaders' Meeting scheduled for later this month in Gyeongju, North Gyeongsang Province. Senior officials were dispatched to the United States, and an emergency meeting was held to discuss countermeasures.
Industry Minister Kim Jung-kwan, who returned Monday from a trip to meet U.S. Commerce Secretary Howard Lutnick in New York, stated that Washington understands Seoul's concerns about potential destabilization of Korea's foreign exchange market if it accepts U.S. President Donald Trump's request for a $350 billion investment fund in cash.
Kim expressed optimism about further meetings with the U.S. before the APEC summit, indicating that he expects to meet with Lutnick again soon. "Both sides have narrowed the gap concerning the foreign exchange market," he told reporters at Incheon International Airport.
Since the U.S. agreed in July to reduce its proposed blanket duties on Korean products from 25 percent to 15 percent in exchange for Korea's $350 billion investment in American industries, the two countries have yet to finalize a trade agreement, with remaining differences over the investment structure.
While Washington has insisted on a cash investment and has not responded to Seoul's proposal to structure the fund using loans and guarantees, the Korean government has offered an unlimited currency swap arrangement with the U.S. to mitigate impacts on the foreign exchange market.
Kim mentioned that he discussed a currency swap arrangement with Lutnick but was cautious about claiming any progress on the topic. He also denied that Trump's comments demanding Korea's payment be made "up front" were part of the discussions.
Prior to Kim's arrival, the presidential office convened an emergency meeting on U.S. tariffs to share the outcomes of his meeting with Lutnick, which took place late Saturday (local time). The Presidential Office stated, "The government will continue to engage in follow-up negotiations with the U.S. on tariffs, prioritizing the national interest."
On Saturday (local time), Korea's new ambassador to the U.S., Kang Kyung-wha, arrived in the U.S. She addressed the ongoing talks over the $350 billion investment fund as a key issue for bilateral relations and pledged to mobilize "all embassy resources." Before her departure, Kang met with Hyundai Motor Group Executive Chair Chung Euisun to discuss the 25 percent tariff imposed on Korean car imports to the U.S.
Kang stated, "The industry minister and trade minister are directly involved in efforts to secure a deal, but as the ambassador on the ground, I feel it's important to provide them with every possible support."
On Tuesday, four lawmakers from the ruling Democratic Party of Korea will visit the U.S. to explain Korea's position on the $350 billion investment fund to U.S. businesspeople. "We hope our upcoming visit will help facilitate the tariff negotiations," said Rep. Lee Un-ju.
However, uncertainties remain regarding Korea's ability to achieve its goals, as Trump is expected to visit Korea for only one day before the APEC summit and depart ahead of the October 31 event. Speculation persists that the U.S. government shortened his trip due to the slow progress in tariff talks with Korea.

화요일에는 여당인 더불어민주당 의원 4명이 미국을 방문하여 미국 기업인들에게 3,500억 달러 투자 기금에 대한 한국의 입장을 설명할 예정이다.
이 의원은 "우리의 방문이 관세 협상을 촉진하는 데 도움이 되기를 바란다"고 밝혔다.
그럼에도 불구하고 한국이 목표를 달성할 수 있을지에 대한 불확실성이 여전히 남아 있으며, 트럼프 대통령이 APEC 정상 회의 전 하루만 한국을 방문하고 10월 31일 이전에 떠날 것으로 예상된다. 미국 정부가 한국과의 관세 협상 진행이 더디자 그의 일정을 단축시킨 것이라는 추측이 계속되고 있다.
