Calls for help from Koreans trapped or exploited by criminal networks in Cambodia are rising sharply, with at least 300 people already repatriated this year, according to the local Korean community.
“Every week, five to 10 people contact us asking for help to escape,” said the head of the Korean Association in Cambodia during a phone interview. He noted that those rescued are often victims of confinement, assault, and forced participation in illegal activities. “They flee without passports or belongings, so they take taxis straight to the embassy or our office,” he added.
The association works closely with the Korean Embassy in Phnom Penh to assist victims in returning home, but the process is described as dangerous and resource-intensive. “There have been cases where gang members showed up at airports to recapture escapees. We try our best to help until the end, but the number of cases has grown too large to handle,” he said.
Chung estimated that reports related to criminal organizations received by the embassy and the association have reached between 400 and 500 this year alone. “Some young Koreans are detained in prisons or police stations, and we often don’t even know until local authorities notify us. Including those who have not been able to return home, the real number is likely higher,” he stated. He added that “more than 300 people have returned to Korea so far, and the identities of about 400 have been confirmed.”
He also warned of cases where individuals knowingly travel to Cambodia to participate in criminal schemes. “Some go back after returning to Korea and even bring new recruits with them,” he said. “They’re told, ‘If you lure someone else here, we’ll let you go,’ or they’re paid to bring in new victims. Lately, some Koreans have even become middle managers within these organizations.”
Chung mentioned that eradicating such crimes remains extremely difficult due to the syndicates operating as loosely connected cells scattered across the country. However, he expressed cautious optimism about the proposed Korean Desk initiative, which would station Korean police officers directly within Cambodian law enforcement agencies rather than at the embassy. “The embassy and the Foreign Ministry have been trying to set up a Korean Desk for two or three years, but progress was slow,” he said. “This time, since the president has made it clear that these crime rings must be dismantled and punished, we have higher hopes.”

정 회장은 피해자들이 귀국하는 데 있어 캄보디아 프놈펜에 있는 한국 대사관과 긴밀히 협력하고 있지만, 이 과정이 위험하고 자원이 많이 소모된다고 말했습니다.
“공항에서 갱단 구성원들이 탈출자를 다시 붙잡으러 나타난 경우도 있었다. 우리는 끝까지 도와주려고 하지만 사건 수가 너무 많아 대응하기 힘든 상황이다”고 설명했습니다.
구조된 인원 수는 수백 명에 달하지만, 여전히 많은 이들이 실종 상태입니다.
정 회장은 올해만 대사관과 협회에 접수된 범죄 조직 관련 신고 건수가 400건에서 500건에 이르렀다고 추정했습니다.
“일부 젊은 한국인들은 감옥이나 경찰서에 구금되어 있으며, 우리는 지방 당국의 통보가 있을 때까지 이것을 알지 못하는 경우가 많다”고 말했습니다. “귀국하지 못한 이들을 포함하면 실제 숫자는 더 많을 가능성이 있다”고 덧붙였습니다.
그는 “현재까지 300명 이상이 한국으로 돌아갔고, 약 400명의 신원이 확인되었다”고 밝혔습니다.
정 회장 또한 개인이 범죄 계획에 참여하기 위해 고의로 캄보디아를 여행하는 사례에 대해 경고했습니다.
“일부는 한국에 돌아간 후 다시 가고 새로운 모집자를 데려오기도 한다”고 덧붙였습니다. “그들은 ‘다른 사람을 유인하면 너를 놓아줄 것이다’라고 듣거나 새로운 피해자를 데려오면 보상을 받는다. 최근에는 일부 한국인들이 이러한 조직 내에서 중간 관리자 역할을 하기까지 했다”고 설명했습니다.
캄보디아에서의 범죄를 근절하기는 매우 어려운 상황입니다.
정 회장은 범죄 집단이 전국에 느슨하게 연결된 세포처럼 운영되고 있다고 언급하며, “그럼에도 불구하고 한국 경찰이 캄보디아 법 집행 기관 내부에 직접 배치될 예정인 한국 데스크 제안에 대해 신중한 긍정적인 기대감을 표현했다”고 밝혔습니다.
정 회장은 “대사관과 외교부가 한국 데스크를 설립하기 위해 2~3년 동안 노력해왔지만, 진행이 더디었다”며 “이번에는 대통령이 이러한 범죄 집단을 해체하고 처벌해야 한다는 점을 분명히 했기 때문에 더욱 기대가 크다”고 언급했습니다.
