On a hot Wednesday morning, the streets of Eumseong, North Chungcheong Province, were nearly silent. The only visible movement through car windows came from a few construction vehicles along a four-lane road. At a nearby bus stop, neither buses nor passengers were present. When asked for lunch recommendations, a restaurant staffer indicated that the nearest market was more than 15 minutes away by car, suggesting to "just find a cafe" in the heat.
Despite housing 11 public institutions related to education and information and communication technology and employing over 3,000 people, the Chungbuk Innovation City in Eumseong felt deserted. A local worker, who has been employed there for eight years, noted that while the buildings are populated on weekdays, the city empties significantly on weekends. "Most people commute from outside or leave every weekend for Seoul or Sejong," he explained.
The area is characterized by a lack of public facilities and cultural amenities, with no parks or cultural institutions available for residents and visitors.
