Police conducted a raid on the Ministry of Land, Infrastructure and Transport and the office of Yangpyeong county in Gyeonggi Province on Friday, following allegations against former Land Minister Won Hee-ryong. He is accused of altering the route of a capital area expressway to benefit the family of former first lady Kim Keon Hee.
The Gyeonggi Nambu Provincial Police Agency deployed investigators to the government offices and a private engineering firm involved in the Seoul-Yangpyeong expressway project. The investigators aimed to secure documents relevant to the allegations.
In 2023, the Democratic Party of Korea's Gyeonggi chapter, along with civic groups, submitted complaints to the Corruption Investigation Office for High-ranking Officials against Won. They accused him of abuse of power, claiming he modified the expressway route in Yangpyeong, located 52 kilometers east of the capital, to assist Kim's family in speculating on land for undue advantage.
Both Won and Kim have denied these allegations. The complaints were transferred to the police via the prosecution in July of the previous year.

2023년 초, 제1야당인 더불어민주당 경기지부와 시민단체들은 원 장관의 권력 남용 혐의를 고위공직자범죄수사처에 고소했으며, 그는 양평에서 고속도로 노선을 변경하여 김 씨의 가족이 토지 투기를 통해 불법 이익을 얻도록 도왔다고 주장했다. 원희룡과 김건희는 이 혐의를 부인하고 있다. 이 고소는 작년 7월 검찰을 통해 경찰로 이첩되었다.
