Security in Gyeongju, North Gyeongsang Province, has been elevated to the highest level as world leaders and prominent business figures prepare to gather for the 2025 Asia-Pacific Economic Cooperation (APEC) summit.
Key locations, including Gyeongju Station and the Bomun Tourist Complex—where the APEC Economic Leaders’ Meeting will take place and where accommodations for world leaders are situated—will undergo enhanced security and defense measures.
The police plan to implement strict security protocols around the Bomun complex, deploying up to 18,500 officers daily, supported by armored vehicles and helicopters from special operations units.
A three-tier security system will be established to safeguard major figures, with personnel and equipment positioned across inner, middle, and outer perimeters surrounding each individual.
At Gyeongju Station, one of the city's busiest public facilities, police are preparing precautionary measures in response to multiple civic groups planning rallies in the area.
Additionally, 1,800 military personnel will be dispatched for ground security and patrol operations around the Bomun complex throughout the APEC week.
The fire department will deploy 1,352 personnel and 203 pieces of firefighting and rescue equipment, operating a comprehensive command center at Gyeongju Fire Station to ensure rapid emergency response.
Personnel and equipment will be stationed at six strategic locations in and around the Bomun complex to expedite response times, including near Pohang's Yeongil Bay Port. A helipad within the Bomun complex has also been secured for fire department helicopters.
Security levels at airports involved in the event—such as Gimhae International Airport, Daegu International Airport, Pohang Gyeongju Airport, and Ulsan Airport—will be heightened starting Tuesday, as announced by the Ministry of Land, Infrastructure and Transport and the Korea Airports Corporation.
On Friday, the nationwide airport security alert level was raised from “concern” to “caution.”
In light of the increased security measures, police have initiated a nationwide investigation following reports of potential threats involving homemade firearms ahead of the summit.
The National Office of Investigation (NOI) under the National Police Agency has commenced a probe after receiving a request from the Korea Customs Service, which reported detecting components for homemade guns during recent customs inspections.
The NOI is collecting suspected cases and has assigned them to provincial police agencies across the country, supervising the ongoing investigation. Some suspects have been placed under investigation by local police agencies.
Authorities have stated that there is currently no evidence of homemade firearms being produced and have not disclosed any intelligence indicating specific threats against key figures.
Police are also on high alert for potential terrorist activities during the APEC summit, particularly with notable world leaders, including the U.S. President and the Chinese President, expected to visit Korea during the events.
Authorities have prohibited the release of 84,927 privately owned firearms currently stored at police stations nationwide, with the restriction set to be lifted at 5 a.m. on Nov. 3.
Furthermore, police have conducted a nationwide inspection of 1,709 gun and explosive dealers to verify live ammunition inventories and review firearm rental and return records. A crackdown on illegal weapons and the online distribution of gun and explosive manufacturing methods is also underway.
The use and transport of explosives will be prohibited within a 2-kilometer radius of the event venue from Friday until Nov. 3.

경주역에서는 여러 시민단체들이 해당 지역에서 집회를 계획하고 있어 경찰이 예방 조치를 준비하고 있다.
또한 APEC 주간 동안 보문 단지 주변에는 1,800명의 군인이 배치되어 지상 보안 및 순찰 작전을 수행할 예정이다.
소방서는 1,352명의 인력과 203대의 소방 및 구조 장비를 배치하며, 빠른 긴급 대응을 위해 경주소방서에 종합 지휘본부를 운영한다.
응급 대응 속도를 높이기 위해 보문 단지 안팎의 6곳에 인력과 장비가 배치되며, 포항 영일만 항구 근처에도 추가 배치된다. 보문 단지 내 헬리패드도 소방 헬리콥터를 위해 확보됐다.
김해국제공항, 대구국제공항, 포항경주공항 및 울산공항 등 행사에 사용되는 공항의 보안 수준은 화요일부터 높아질 예정이라고 국토교통부와 한국공항공사가 밝혔다.
금요일에는 전국 공항 보안 경보 수준이 '우려'에서 '주의'로 상향됐다.
