Unification Minister Chung Dong-young on Tuesday expressed regret over a recent alleged drone incursion into North Korea by a South Korean civilian, marking the first expression of regret regarding the incident by a senior government official. "I express deep regret to North Korea over the reckless drone intrusion that occurred recently," Chung said during a congratulatory message delivered at a Mass for national reconciliation and unity at Seoul's Myeongdong Cathedral.
He added that Seoul seeks "mutual recognition and peaceful coexistence between the two Koreas."
The minister did not mention past instances of North Korean drones flying into the South, incidents for which Pyongyang has never expressed regret.
He also criticized alleged drone flights to North Korea that occurred under the former Yoon Suk Yeol government, calling them "reckless and very dangerous acts that might have caused a war," and "very unfortunate incidents that should never happen again."
To prevent further incidents, Chung stressed the need to restore the Sept. 19 inter-Korean military agreement, which calls for a complete halt to hostile acts on land, at sea and in the air.
When asked if his comments were coordinated with Cheong Wa Dae, Chung said they were the ministry's judgment.
Chung also voiced deep regret over the closure of the Kaesong Industrial Complex, describing Pyongyang's "unilateral suspension" as "a foolish decision that undermined inter-Korean trust and left deep scars in the hearts of the people."
He also noted sanctions on North Korea are an obstacle to humanitarian aid and make life more challenging for ordinary North Koreans.

다만 그는 북한의 남한으로 비행한 과거의 드론 사례에 대해서는 언급하지 않았고, 그런 사건들에 대해 평양은 아직 유감을 표명한 적이 없다고 지적했다.
또한 전임 윤석열 정부 시절 북한으로의 드론 비행으로 의심되는 행위를 두고 이를 “무모하고 전쟁을 야기할 수 있는 매우 위험한 행위”이며 “다시는 결코 일어나서는 안 될 매우 불행한 사건”이라고 비판했다.
추가적인 사태를 방지하기 위해 정 장관은 육지와 해상, 공중에서의 적대 행위를 전면 중단하자는 9·19 남북 간 군사합의의 복원을 강조했다.
청와대와의 조율 여부를 묻자 그는 그것이 부처의 판단이라고 답했다.
정 장관은 개성공단 폐쇄에 대해서도 깊은 유감을 표했고, 북한의 “일방적 중단”을 “남북 간 신뢰를 약화시키고 국민 마음에 깊은 상처를 남긴 어리석은 결정”이라고 평가했다.
또한 북한에 대한 제재가 인도적 지원의 장애물이 되며 일반 북한 주민들의 삶을 더 어렵게 만든다고 지적했다.
