China Duty Free Group (CDFG), the largest state-owned duty free store operator in China, is positioned as the leading candidate to fill openings at Incheon International Airport following Hotel Shilla’s decision to forfeit its license to sell cosmetics, perfume, liquor, and tobacco.
This development has sparked concerns regarding China's increasing influence at the airport and the potential challenges facing Korean duty free operators in the global market.
According to a regulatory filing by Hotel Shilla, the company plans to cease operations of The Shilla Duty Free shops in the DF1 zone as of March 17, 2026. The company cited a need to address declining profits as the primary reason for relinquishing its license, despite facing a penalty of 190 billion won ($136 million) to Incheon International Airport Corp. (IIAC).
Hotel Shilla noted, “The market has changed significantly due to shifts in core customer consumption patterns and decreased purchasing power.” The company had previously requested a reduction in rent, which IIAC denied.
Hotel Shilla, following its successful bid in 2023, manages duty free shops for cosmetics, perfume, liquor, and tobacco in both terminals of the airport, along with fashion and accessories in the DF3 zone.
Securities analysts anticipate that Hotel Shilla's withdrawal could facilitate a recovery in profitability and enhance Shinsegae DF’s negotiating position with IIAC regarding rent adjustments.
Shinsegae DF is also seeking reduced rent for the DF2 zone, where it operates duty free sales of cosmetics, perfume, liquor, and tobacco. The company, which also sells fashion items in the DF4 zone, is contemplating the possibility of surrendering its license.
Travelers have been seen frequenting the duty free stores at Incheon International Airport, highlighting the competitive retail environment.
Despite Hotel Shilla’s announcement, IIAC has rejected a court's recommendation to lower rents for the DF1 and DF2 zones due to concerns about adhering to contractual obligations. The state-run airport operator has stated its intention to quickly select a new duty free store operator.
In a statement, IIAC expressed regret that the situation resulted in a withdrawal instead of a mutually agreeable resolution amid the ongoing downturn in the duty free sector.
Given CDFG's involvement in the earlier 2023 bid, it is expected to participate in upcoming bidding opportunities. In the previous round, CDFG had offered a higher rent than Hotel Lotte, though both companies were not awarded contracts.
A retail industry official commented, “If CDFG opens a store at Incheon airport, China will be able to recapture spending by its citizens — the airport’s top duty free consumers.” This situation may complicate Korean companies’ efforts to secure airport duty free licenses abroad.
Hotel Lotte has announced that it will not make excessively high offers in the next bidding process, having previously surrendered its licenses for Lotte Duty Free in several zones between 2018 and 2023 due to profitability issues.
Hyundai Duty Free, currently managing the luxury boutique zone DF5, may also be a potential candidate to fill the vacancy left by The Shilla Duty Free in DF1.

호텔 신라의 규제 보고서에 따르면, 회사는 2026년 3월 17일부터 DF1 구역의 신라 면세점 운영을 중단할 예정이다. 호텔 신라는 수익 하락을 막기 위한 가장 효과적인 방법으로 면허 포기를 선택했다고 밝혔으며, 인천국제공항공사(IIAC)에 1900억 원(미화 1억 3600만 달러)의 위약금을 지불해야 할 의무가 있다고 설명했다.
호텔 신라는 성명에서 “시장에서의 핵심 고객 소비 패턴 변화와 구매력 감소로 인해 시장이 크게 변했다”고 설명하며 “이에 따라 IIAC에 임대료 인하를 요청했지만, 우리의 요청은 거부됐다”고 말했다.
2023년 이전 입찰에서 승리한 이후, 호텔 신라는 공항의 두 터미널에서 DF1 구역의 화장품, 향수, 술 및 담배 면세점과 DF3 구역의 패션 및 액세서리 매장을 운영해왔다.
증권 분석가들은 신라의 철수가 수익성을 회복하고 신세계 DF의 IIAC와의 임대료 협상에서 협상력을 강화할 것으로 기대하고 있다.
신세게 DF는 누적 적자를 이유로 화장품, 향수, 술 및 담배를 판매하는 DF2 구역의 임대료 인하를 요청했으며, 패션 아이템과 액세서리를 판매하는 DF4 구역에도 면허 포기를 고려하고 있다.

그러나 IIAC는 계약 의무 위반의 위험을 이유로 DF1 및 DF2 구역의 임대료 인하에 대한 법원 권고를 이미 거부했다. 호텔 신라의 발표 이후에도 국영 공항 운영자는 즉시 새로운 면세점 운영업체를 선정할 것이라고 밝혔다.
IIAC는 성명에서 “면세 산업의 장기적인 침체 속에 당사와 면세점 운영업체 간의 차이로 인해 철수가 발생한 것에 대해 유감스럽게 생각한다”고 말했다.
CDFG의 2023년 입찰 참여를 감안할 때, 세계 최고의 면세점 운영업체는 다가오는 입찰에 참여할 것으로 널리 예상되고 있다. 2023년, 이 중국 업체는 호텔 롯데보다 높은 임대료를 제안했지만 당시 두 업체 모두 탈락했다.
소매업계 관계자는 “CDFG가 인천 공항에 매장을 열 경우, 중국은 공항의 최고 면세 소비자인 자국민의 소비를 다시 잡을 수 있을 것”이라며 “한국 기업들은 해외 공항 면세점 운영 면허를 확보하는 데 어려움을 겪을 수 있다”고 말했다.
호텔 롯데는 다가오는 입찰에서 터무니없이 높은 제안은 하지 않겠다고 밝혔다. 수익 감소로 인해 2018년 DF1, DF5 및 DF8 구역의 롯데 면세점 면허를 포기한 후, 2023년에 DF3 구역의 남은 주류 및 담배 매장을 폐쇄하고 계약 만료와 함께 공항을 완전히 떠났다.
현재 고급 부티크 구역인 DF5의 면허를 보유하고 있는 현대 면세점은 DF1에서 신라 면세점의 공석을 메우기 위한 잠재적인 경쟁자로 남아 있다.
